Millions of Latinx youth, aged 14 to 18, work formal or informal jobs to provide income for themselves or their families. In the context of these workplaces, Latinx youth demonstrate numerous skills that are essential to industrial engineering, such as minimizing workplace injuries or optimizing processes to maximize efficiency. However, their workplace ingenuity and skills are often underrecognized by educational systems. To counter this lack of recognition, the purpose of this project is to iteratively develop and research an out-of-school engineering program for working Latinx youth. This program is designed to recognize and build from youths’ workplace experiences by connecting them with industrial engineering concepts and practices, such as those used to promote worker safety. This program is also designed for youth to articulate transformational visions of industrial engineering, which expand current goals, values, and methods commonly embraced within this discipline. This year-long program will be facilitated by educators of existing out-of-school programs (e.g., Mathematics, Engineering, and Science Achievement), in partnership with undergraduate mentors from the Society for Professional Hispanic Engineers and other local organizations that serve Latinx youth (e.g., Latinos in Action). Approximately 220 youth are expected to participate in the programming. Researchers will explore whether and how youth participants develop identities in engineering, as well as how the educators and mentors understand and enact assets-based, out-of-school engineering education grounded in youths’ experiences. Researchers will also identify the individual, institutional, and systemic factors that support or inhibit sustained implementation of the program over time in different sites and contexts. This project will result in a set of empirically tested, bilingual program materials that will be disseminated widely to professional organizations dedicated to out-of-school programming and to serving Latinx youth.

This project will result in a localizable, transferable, and sustainable model for an out-of-school time program that recognizes and amplifies Latinx youths’ workplace funds of knowledge and leverages them toward youth-driven visions and applications of engineering. This program, which will connect with other people and sites in youths’ learning ecosystems, is grounded in principles of translanguaging, transformational mentorship, and educational dignity and recognition. In partnership with youth participants, researchers will use a social design experiment to explore the following research questions: What are the engineering identity trajectories of working high school youth, and how do specific moments of identity negotiation and recognition relate to broader patterns across program sessions and identity trajectories for individual participants over time? To answer these questions, a pre-, mid- and post-program Engineering Identity Scale; recordings of program implementations; interviews; and youth artifacts will be analyzed using various methods such as critical multimodal discourse analysis. After implementations of the program across multiple sites, researchers will use design-based implementation research to answer the following questions: How do educators and mentors understand and enact assets-based pedagogies designed to foster recognition across sites? What institutional and systemic features (designed or naturalistic) support or inhibit productive adaptations and implementations of the program? These questions will be answered using constant comparative analyses of data sources such as interviews with the program educators and mentors, observations of program implementations, observations of professional development sessions, and public documents. Culturally responsive, educative evaluation will be used to iteratively improve the program. The resulting research and program materials will be disseminated widely through professional organizations dedicated to Latinx youth, engineering education, and out-of-school learning.

This Innovations in Development project is funded by the Advancing Informal STEM Learning (AISL) program, which seeks to (a) advance new approaches to and evidence-based understanding of the design and development of STEM learning in informal environments; (b) provide multiple pathways for broadening access to and engagement in STEM learning experiences; (c) advance innovative research on and assessment of STEM learning in informal environments; and (d) engage the public of all ages in learning STEM in informal environments.

Jobs are growing most rapidly in areas that require STEM knowledge, causing business leaders to seek skilled American workers now and in the near future. Increase in the number of students pursuing engineering degrees is taking place but the percentages of underrepresented students in the engineering pipeline remains low. To address the challenge of increasing the participation of underrepresented groups in engineering, the National Society of Black Engineers, the American Indian Science and Engineering Society, the Society of Hispanic Professional Engineers, and the Society of Women Engineers have formed the 50K Coalition, a collaborative of over 40 organizations committed to increasing the number of bachelors degrees awarded to women and minorities from 30,000 annually to 50,000 by 2025, a 66% increase. The 50K Coalition is using the Collective Impact framework to develop an evidence-based approach that drives management decision-making, improvements, sharing of information, and collective action to achieve success. The first convening of the 50K Coalition in April, 2016, brought together 83 leaders of the engineering community representing 13 professional societies with over 700,000 members, deans of engineering, minority engineering and women in engineering administrators from 11 leading colleges of engineering, and corporate partners representing six global industries. Consensus was reached on the following Common Agenda items: 1.) Undergraduate support and retention; 2.) Public awareness and marketing; 3.) K-12 support; 4.) Community College linkages; 5.) Culture and climate. The Coalition will encourage member organizations to develop new programs and scale existing programs to reach the goal.

The Coalition will use shared metrics to track progress: AP® Calculus completion and high school graduation rates; undergraduate freshmen retention rates; community college transfer rates and number of engineering degrees awarded. The 50K Coalition will develop the other elements of the Collective Impact framework: Infrastructure and effective decision-making processes that will become the backbone organization with a focus on data management, communications and dissemination; a system of continuous communication including Basecamp, website, the annual Engineering Scorecard, WebEx hosted meetings and convenings; and mutually reinforcing activities such as programs, courses, seminars, webinars, workshops, promotional campaigns, policy initiatives, and institutional capacity building efforts. The National Academy of Sciences study, Expanding Underrepresented Minority Participation: America's Science and Technology Talent at the Crossroads recommended that professional associations make recruitment and retention of underrepresented groups an organizational goal and implement programs designed to reach that goal by working with their membership, academic institutions and funding agencies on new initiatives. While these types of organizations work together now in a variety of ways, the relationships are one-on-one. The 50K Coalition brings together, for the first time professional societies, engineering schools, and industry to consider what mutually reinforcing activities can most effectively encourage students from underrepresented groups to complete calculus and graduate from 4-year engineering programs.

The Morgan State University INCLUDES project will build on an existing regional partnership of four Historically Black Colleges and Universities that are working together to improve STEM outcomes for middle school minority male students that are local to Morgan State in Baltimore, North Carolina A&T in Greensboro, Jackson State in Mississippi, and Kentucky State in Frankfort. Additional partners include SRI International, the National CARES Mentoring Network, and the Verizon Foundation. Using the collective impact-style approaches such as planning and implementing a Network Improvement Community (NIC), developing a shared agenda and implementing mutually reinforcing activities, these partners will address two common goals: (1) Broaden the participation of underrepresented minority males in science and engineering through educational experiences that prepare them for careers in STEM fields; and (2) Create a Network Improvement Community focused on STEM achievement in minority males. Program elements include high-quality instruction in STEM content, mentoring, and professional development. The project will expand to include eight additional partners (six HBCUs and two Hispanic-Serving Institutions) and schools and districts in communities local to their campuses. The INCLUDES pilot will help scale innovations that target impacting minorities in STEM.

The project will develop STEM learning pathways for middle school minority males by harnessing the collective impact of 12 university partners, local K-12 schools and districts with which they partner, and surrounding community organizations and businesses with a vested interest in achieving common goals. Products will include a roadmap for addressing the problem through a Network Improvement Community, a website that will contribute to the knowledge base regarding effective strategies for enhancing STEM educational opportunities for minority males, and common metrics, assessments, and shared measurement systems that will be used to measure the collective impact of the Network Improvement Community.

This one-year Collaborative Planning project seeks to bring together an interdisciplinary planning team of informal and formal STEM educators, researchers, scientists, community, and policy experts to identify the elements, activities, and community relationships necessary to cultivate and sustain a thriving regional early childhood (ages 3-6) STEM ecosystem. Based in Southeast San Diego, planning and research will focus on understanding the needs and interests of young Latino dual language learners from low income homes, as well as identify regional assets (e.g., museums, afterschool programs, universities, schools) that could coalesce efforts to systematically increase access to developmentally appropriate informal STEM activities and resources, particularly those focused on engineering and computational thinking. This project has the potential to enhance the infrastructure of early STEM education by providing a model for the planning and development of early childhood focused coalitions around the topic of STEM learning and engagement. In addition, identifying how to bridge STEM learning experiences between home, pre-k learning environments, and formal school addresses a longstanding challenge of sustaining STEM skills as young children transition between environments.

The planning process will use an iterative mixed-methods approach to develop both qualitative and quantitative and data. Specific planning strategies include the use of group facilitation techniques such as World Café, graphic recording, and live polling. Planning outcomes include: 1) a literature review on STEM ecosystems; 2) an Early Childhood STEM Community Asset Map of southeast San Diego; 3) a set of proposed design principles for identifying and creating early childhood STEM ecosystems in low income communities; and 4) a theory of action that could guide future design and research. This project is funded by the Advancing Informal STEM Learning program, which seeks to advance new approaches to, and evidence-based understanding of, the design and development of STEM learning in informal environments.

The Summative Study of the Nano Mini-exhibition took place during the spring and summer of 2012. After being observed during their Mini-exhibition experience, 455 visitors across six different partner institutions participated in surveys and interviews with NISE Net evaluation team members. The Challenger Reach 2 U program will reach over 6,500 fourth-grade students in 261 missions from underserved communities throughout southwest Colorado and northwestern New Mexico, including primarily rural, lower socio-economic status, Hispanic and Native American districts that seldom have such STEM educational opportunities. The Colorado Consortium for Earth and Space Science Education (CCESSE) will show that increasing the quality of science, technology, engineering, and mathematics (STEM) education is not only a NASA goal set at the national level and a state and local priority, but is the underlying core competency of our organization as well. As an integral part of our Challenger Reach 2 U proposal to motivate interest in STEM curriculum and to strengthen the Nation's future workforce, we will thoroughly train teachers of these students to be more comfortable with technology and more prepared to deliver motivational STEM lessons, leaving an educational legacy that will greatly outlive the life of this grant. We will provide these students with cross-curricular preparatory lessons which will culminate with an exciting simulated space mission delivered in their own classrooms and moderated by a "NASA" mission director at our Center. With the help of the NASA grant, all of these services will be provided at no cost to the schools.

This full-scale project addresses the need for more youth, especially girls, to pursue an interest in engineering and eventually fill a critical workforce need. The project leverages museum-based exhibits, girls' activity groups, and social media to enhance participants' engineering-related interests and identities. The project includes the following bilingual deliverables: (1) Creative Solutions programming will engage girls in group oriented engineering activities at partner community-based organizations, where the activities highlight altruistic, personally relevant, and social aspects of engineering. Existing community groups will use the activities in their regular meeting structure. Visits to the museum exhibits, titled Design Your World will reinforce messages; (2) Design Your World Exhibits will serve as a community hub at two ISE institutions (Oregon Museum of Science and Industry and the Hatfield Marine Science Center). They will leverage existing NSF-funded Engineer It! (DRL-9803989) exhibits redesigned to attract, engage, and mobilize a more diverse population by showcasing altruistic, personally relevant, and social aspects of engineering; (3) Digital engagement through targeted use of social media will complement program and exhibit content and be an online portal for groups engaged in the project; (4) A community action group (CAG) will provide professional development opportunities to stakeholders interested in girls' STEM identity (e.g. parents, STEM-based business professionals) to promote effective engineering messaging throughout the community and engage them in supporting project participants; and (5) Longitudinal research will explore how girls construct and negotiate engineering-related identities through discourse across the project activities and over time.

Techbridge has proposed a broad implementation project that will scale up a tested multi-faceted model that increases girls' interest in STEM careers. The objectives of this project are to increase girls' engineering, technology, and science skills and career interests; build STEM capacity and sustainability across communities; enhance STEM and career exploration for underrepresented girls and their families; and advance research on the scale-up, sustainability, and impact of the model with career exploration. The Techbridge approach is grounded in Eccles' expectancy value model, and helps bridge critical junctures as girls transition from elementary to middle school and middle school to high school, immersing participants in a network of peers and supportive adults. Techbridge targets girls in grades 5-12 with a model that includes five components: a previously tested and evaluated curriculum, career exploration, professional development for staff and teachers, family engagement, and dissemination. The inquiry-based curriculum introduces electrical engineering and computer science through engaging, hands-on units on Cars and Engines, Green Design, and Electrical Engineering. The Techbridge model will be enhanced to include a central repository for curriculum and support materials, electronic girl-driven career exploration resources, an online learning community and video tools for staff, and customized family guides. Project deliverables include the dissemination of the enhanced model to three cities, 24 school sites and teachers, 2,000 girls, and over 600 role models. A supplementary research component will study the broad implementation of the Techbridge model by examining the fidelity of implementation and the program's impact on girls' STEM engagement and learning. The research questions are as follows: (1) To what extent and how do new program sites demonstrate adherence to the Techbridge program model? (2) Do new sites experience similar or increased participant responsiveness to Techbridge programming with regard to scientific learning outcomes, career awareness, attitude and interest in engineering? (3)How are changes experienced by girls sustained over time, if at all? (4) To what extent and how do new sites balance instilling the Techbridge essentials, those critical components Techbridge identifies as essential for success, with the need for local adaptation and ownership of the program? and (5) Given the potential for customization in local communities, do new sites maintain programmatic quality of delivery experienced at the original site? If so, what are elements essential to success regarding quality delivery? The mixed-methods study will include document analysis, embedded assessments, participant survey scales, and observations. Qualitative data methods include interviews with teachers, role models, staff and focus groups with girls. A project evaluation will also be conducted which investigates project outcomes for participants (girls, teachers, role models, and families) and fidelity of the implementation and enhancements at expansion sites, using a quasi-experimental approach. Career and learning outcomes for girls will be determined using embedded assessments, portfolios, surveys, school data, and previously validated instruments such as the Career Interest Questionnaire and the Modified Attitudes towards Science Inventory. The Managing Complex Change model is used as a framework for the project evaluation for the purpose of examining factors related to the effectiveness of scaling. The dissemination of research and evaluation findings will be achieved through the use of publications, blogs, social media, and conferences. It is anticipated that this project will broaden the participation of Hispanic, African-American, and English language learner girls, build capacity for STEM programming and sustainability at the dissemination sites, and disseminate findings to over 1 million educators, researchers, and community members. Broader impacts include contributing to the field's understanding of how virtual role models and field trips can engage young women, increase corporate advocacy, and engage participants in research and dissemination efforts.

Michigan Technological University will collaborate with David Heil and Associates to implement the Family Engineering Program, working in conjunction with student chapters of engineering societies such as the American Society for Engineering Education (ASEE), the Society of Hispanic Professionals (SHP) and a host of youth and community organizations. The Family Engineering Program is designed to increase technological literacy by introducing children ages 5-12 and their parents/caregivers to the field of engineering using the principles of design. The project will reach socio-economically diverse audiences in the upper peninsula of Michigan including Native American, Hispanic, Asian, and African American families. The secondary audience includes university STEM majors, informal science educators, and STEM professionals that are trained to deliver the program to families. A well-researched five step engineering design process utilized in the school-based Engineering is Elementary curriculum will be incorporated into mini design challenges and activities based in a variety of fields such as agricultural, chemical, environmental, and biomedical engineering. Deliverables include the Family Engineering event model, Family Engineering Activity Guide, Family Engineering Nights, project website, and facilitator training workshops. The activity guide will be pilot tested, field tested, and disseminated for use in urban, suburban, and rural settings. Strategic impact will result from the development of content-rich engineering activities for families and the dissemination of a project model that incorporates the expertise of engineering and educational professionals at multiple levels of implementation. It is anticipated that 300 facilitators and 7,000-10,000 parents and children will be directly impacted by this effort, while facilitator training may result in more than 27,000 program participants.
