The Green Bank Observatory organized a community workshop on research experiences for high school students in disciplines supported by NSF’s Directorate for Mathematical and Physical Sciences (MPS). The workshop was intended as a forum for sharing, gathering community input, and illuminating best practices in providing research experiences to high school students and organizing such research activities across universities, labs, and observatories. The input gathered from the workshop may be useful to others wanting to support K-12 research activities.

It is often stated that solving the global challenges presented by the 21st century requires a United States workforce with training in STEM fields, and that the STEM workforce may be insufficient to fill that need. Education research literature in STEM suggests that engaging students early and often in authentic research experiences enhances STEM identity, STEM self-efficacy, and STEM career interest: three personal attributes that are linked to entry into and persistence on a STEM career pathway. Much of this literature is focused on college students, however. This workshop convened people and organizations who have designed and implemented research experiences for high school students, and who will examine the role such experiences can play in the development of a student’s interest and STEM identity.

This project will host a workshop in order to identify and synthesize research findings from NSF awards that addressed the unanticipated effects of the COVID-19 pandemic on STEM teaching and learning. The interruptions from the pandemic had dramatic, widespread effects in education. Across the nation, teachers, students, parents, staff, and school administrators experienced extended school closures and a rapid and unexpected shift to virtual instruction. Although long-term consequences are unknown, early observations revealed deeper disparities in access and opportunity for many students of color. These inequities extend beyond STEM education and include challenges to student’s mental health and wellbeing. In spring 2020, NSF invited researchers to submit educational research proposals in response to this national crisis. Each award has its own dissemination and plans for broader impacts, yet the public is underserved by separate reports published in many different venues. To enable stakeholders to find and discern the most important insights, our research team will aggregate and organize major findings across these projects via a workshop, synthesize key findings, identify unresolved issues, and communicate overall insights to broader audiences.

To synthesize findings, Digital Promise will organize and convene a workshop with NSF awardees who conducted research on the educational impacts of the pandemic. Workshop attendees will participate in answering four questions: (1) What are the major themes and topics across the different NSF awards? (2) How were imperatives to address emerging inequities related to STEM education addressed in research plans and findings? (3) Within each topic or theme, what are the major findings, insights and recommendations for teaching and learning in STEM? (4) Across awardees, what was learned about doing RAPID research during a pandemic, and what are recommendations for improvement when subsequent needs for RAPID research in education arise? Data sources for the synthesis will be collected from project artifacts (e.g., reports, journal articles, practitioner resources, etc.), pre/post-workshop surveys, and workshop outputs from workshop presentations, panel discussions, and small group discussions. Interviews with a subset of workshop attendees will provide insight into what was learned about conducting research during a global pandemic. Data will be codified, categorized, and coded using established qualitative methods. Digital Promise’s broad network of partners and collaborators will achieve broad dissemination and outreach to education stakeholders at both the K-12 and postsecondary levels. This project is jointly funded by the Advancing Informal STEM Learning (AISL) program, the Discovery Research PreK-12 program (DRK-12) program, the EHR Core Research (ECR:Core) program, and the Innovative Technology Experiences for Students and Teachers (ITEST) program.

The Researching Invention Education white paper compiles contributions from a community of individuals and organizations working in Invention Education (IvE) in the United States. IvE is a term that refers to the practice of teaching students how to problem-solve and think like inventors in order to become positive change-makers in the world. The paper was written by researchers interested in IvE who attended the 2018 InventEd convening hosted by The Lemelson Foundation. In December of 2019, TERC and the University of Notre Dame convened 21 early childhood reading, family learning, and informal STEM education experts to explore the role of children’s fiction books as a tool for supporting STEM learning with young children and their families. Through the discussions, the group developed a series of recommendations for future research and practice, with a particular focus on integrating diversity and equity perspectives into the use of storybooks.

Many scientists want to connect with the public, but their efforts to do so are not always easy or effective. Visionary programs and institutions are leading the way identifying the support needed to enable scientists’ connections with the public. However, the current appetite by -- and demand for -- scientists to do this exceeds the capacity of those who facilitate quality communication and engagement efforts. More can be done to ensure that those who support scientists are networked, sharing best practices, and supported by a reliable infrastructure.

This workshop series, convened by the Kavli, Rita Allen, Packard and Moore Foundations, was intended to view the entire system of people who support scientists’ engagement and communication efforts in order to explore how this system can be most effective and sustainable. The discussions examined where this system is thriving, the limits people within the system face and what can be done to ensure their efforts are commensurate with the demand for quality communication and engagement support.

Conducted over four closely scheduled workshops in late 2017 and early 2018, the convenings brought together leaders in different parts of the field who bridge scientists and the public and led to the emergence of a number of key priority areas. While the initial intention was to also hold a plenary event to provide a more holistic view of scientists’ support system in order to collectively discern directions to advance the field, we feel a more efficient way forward right now is to focus our efforts and resources on building community and advancing these priority areas.

Our invitation-only workshops brought together scientists, academic leaders, engagement professionals, researchers, communication trainers, and foundation leaders. For each workshop, we also commissioned a “landscape overview”, to better understand the high-level state of each community. Workshops included:

The goal of the workshops was to explore how to ensure scientists’ communication and engagement support is effective and sustained. In doing so, we hoped to 1) deepen our understanding of how scientists are currently supported in these areas, 2) map the broader support system to expose the opportunities and obstacles that play a role in achieving this goal, and 3) identify strategic and practical next steps that move us closer to this goal. This initiative also aimed to forge and strengthen networks across communities and institutions – and in so doing, take a view of the entire system to explore how everyone can better ensure their efforts are impactful, mutually supportive, and connected to a greater whole.

The University of Guam (UOG) NSF INCLUDES Launch Pilot project, GROWING STEM, addresses the grand challenge of increasing Native Pacific Islander representation in the nation's STEM enterprise, particularly in environmental sciences. The project addresses culturally-relevant and place-based research as the framework to attract, engage, and retain Native Pacific Islander students in STEM disciplines. The full science, technology, engineering and mathematics (STEM) pathway will be addressed from K-12 to graduate studies with partnerships that include the Guam Department of Education, Humatak Community Foundation, Pacific Post-Secondary Education Council, the Guam Science and Discovery Society, the Society for the Advancement of Chicanos/Hispanics and Native Americans in Science (SACNAS) and the University of Alaska-Fairbaanks. As the project progresses, the project anticipates further partnerships with the current NSF INCLUDES Launch Pilot project at the University of the Virgin Islands.

Pilot activities include summer internships for high school students, undergraduate and graduate research opportunities through UOG's Plant Nursery and the Humatak Community Foundation Heritage House. STEM professional development activities will be offered through conference participation and student research presentations in venues such as the Guam Science and Discovery Society's Guam Island-wide Science Fair and SACNAS. Faculty will be recruited to develop a mentoring protocol for the project participants. Community outreach and extension services will expand public understanding in environmental sciences from the GROW STEM project. Project metrics will include monitoring the diversity of partners, increases in community engagement, Native Pacific Islander participation in STEM activities, the number of students who desire to attain terminal STEM degrees and the number of community members reached by pilot STEM extension and outreach activities. Dissemination of the GROWING STEM pilot project results will occur through the NSF INCLUDES National Network, partner annual conferences, and local, regional and national STEM conferences.

SENCER-ISE is an initiative that brings partners from higher education (HE) together with partners from informal science education (ISE) to create projects that engage audiences in science using the lens of civic engagement. Jobs are growing most rapidly in areas that require STEM knowledge, causing business leaders to seek skilled American workers now and in the near future. Increase in the number of students pursuing engineering degrees is taking place but the percentages of underrepresented students in the engineering pipeline remains low. To address the challenge of increasing the participation of underrepresented groups in engineering, the National Society of Black Engineers, the American Indian Science and Engineering Society, the Society of Hispanic Professional Engineers, and the Society of Women Engineers have formed the 50K Coalition, a collaborative of over 40 organizations committed to increasing the number of bachelors degrees awarded to women and minorities from 30,000 annually to 50,000 by 2025, a 66% increase. The 50K Coalition is using the Collective Impact framework to develop an evidence-based approach that drives management decision-making, improvements, sharing of information, and collective action to achieve success. The first convening of the 50K Coalition in April, 2016, brought together 83 leaders of the engineering community representing 13 professional societies with over 700,000 members, deans of engineering, minority engineering and women in engineering administrators from 11 leading colleges of engineering, and corporate partners representing six global industries. Consensus was reached on the following Common Agenda items: 1.) Undergraduate support and retention; 2.) Public awareness and marketing; 3.) K-12 support; 4.) Community College linkages; 5.) Culture and climate. The Coalition will encourage member organizations to develop new programs and scale existing programs to reach the goal.

The Coalition will use shared metrics to track progress: AP® Calculus completion and high school graduation rates; undergraduate freshmen retention rates; community college transfer rates and number of engineering degrees awarded. The 50K Coalition will develop the other elements of the Collective Impact framework: Infrastructure and effective decision-making processes that will become the backbone organization with a focus on data management, communications and dissemination; a system of continuous communication including Basecamp, website, the annual Engineering Scorecard, WebEx hosted meetings and convenings; and mutually reinforcing activities such as programs, courses, seminars, webinars, workshops, promotional campaigns, policy initiatives, and institutional capacity building efforts. The National Academy of Sciences study, Expanding Underrepresented Minority Participation: America's Science and Technology Talent at the Crossroads recommended that professional associations make recruitment and retention of underrepresented groups an organizational goal and implement programs designed to reach that goal by working with their membership, academic institutions and funding agencies on new initiatives. While these types of organizations work together now in a variety of ways, the relationships are one-on-one. The 50K Coalition brings together, for the first time professional societies, engineering schools, and industry to consider what mutually reinforcing activities can most effectively encourage students from underrepresented groups to complete calculus and graduate from 4-year engineering programs.

This project will convene a workshop focused on digital micro-credentials, also known as digital badges, and the role they might play in the high-stakes process of college admission. Digital micro-credentials represent one potential mechanism for broadening access for underrepresented groups to higher education. Digital micro-credentials enable students to present a broader view of themselves as learners that connects different domains of their lives: academic, social, and personal interest-driven. As such, digital micro-credentials enable students to represent expertise and potential in ways that go beyond traditional high school grade point averages and standardized test scores. The workshop addresses questions such as: Can micro-credentials serve as valid and reliable measures of learning? What "gap" in current assessment practices can be filled by micro-credentials? What is required for micro-credentials to be useful as evidence of preparation for future learning in the college admission process?

The project's principal investigators will employ case studies, drawn from the Chicago City of Learning network (chicagocityoflearning.org) and Mouse (mouse.org) in New York City, to better understand the use of micro-credentials for learning in STEM-focused extracurricular activities. During the workshop, participants with expertise in student learning from a range of perspectives will design representations of the knowledge or skills demonstrated by students. Participating admissions officers and STEM faculty will critique the designs with respect to how well the designs demonstrate evidence of preparation for future learning by students. The workshop outcomes will include sample designs of micro-credentials that show promise to both promote learning and support college admissions. The workshop will also result in a white paper discussing the potential of micro-credentials for college admission in STEM fields by youth from underrepresented groups.
