Through desk-based research and expert interviews, this study set out to investigate how funders and policy makers could drive coordination and improvements in the evaluation of youth engagement with STEM. The study explored the current landscape of evaluating youth engagement with STEM, gaps and challenges and key learnings from the evaluation practice in other sectors and key initiatives. Between February and March 2022, 18 project and programme evaluation reports and papers were reviewed, approximately 40 academic papers were analysed and synthesised, and 14 experts were interviewed.

The COVID-19 pandemic tested many fundamental connections between science and society. A growing field working to strengthen those connections exists within the informal STEM learning (ISL) community which provides diverse learning and engagement environments outside the formal classroom. At a time when science is perceived to be under attack and our planet is facing severe challenges, the role of science journalism in taking on these challenges was a key theme of the 11th World Conference of Science Journalists. But, while policymakers and science leaders are urging journalists to help restore public trust in science, science journalists are concerned about the future viability of their profession in the face of faltering business models in mainstream media.

In this comment, we focus on the ways power impacts science communication collaborations. Following Fischhoff's suggestion of focusing on internal consultation within science communication activities, we examine the ways such consultation is complicated by existing power structures, which tend to prioritize scientific knowledge over other knowledge forms. This prioritization works in concert with funding structures and with existing cultural and social hierarchies to shape science communication in troubling ways. With “Horizon Europe”, the European Commission sets out the framework for research and innovation in Europe over the next seven years. The proposal outlines the contours of an innovative science policy that is open and responsive to societal needs, and where societal actors jointly undertake missions to discover sustainable solutions to present-day and future challenges. In 2018, the Croucher Foundation conducted its third annual mapping exercise for the out-of-school STEM learning ecosystem in Hong Kong.

The study reveals a rich and vibrant ecosystem for out-of-school STEM in Hong Kong with over 3,000 discrete activities covering a very wide range of science disciplines. This third report indicates extremely rapid growth in available out-of-school STEM activities compared to 2016 and an even larger increase in the number of organisations offering out-of-school STEM activities in Hong Kong.

STEM educators are eager to foster long term collaboration with each other, and with schools. At the same time, good working practice by schools, teachers, STEM educators and institutions that involves and engages local communities was discovered, showing the diversified modes of connection which could enhance the sustainability of STEM ecosystem.

We trust that this three-year study with its associated digital maps, provides a useful resource for schools, teachers, students, parents, STEM educators and education policy makers in Hong Kong.
