This 2-year program will advance the way informal ocean science education institutions reach underserved/underrepresented families by facilitating and formalizing relationships between informal science education centers and community based organizations. Project teams in five New England communities will collaborate to create a practicable, outdoor ocean-science learning experience specifically designed for families in their shared service area. Building on a needs assessment produced through target-audience focus groups, the program will combine coastal field experiences with web-based interactive and participatory learning activities developed and tested by the Encyclopedia of Life (EOL; www.eol.org/) and the Northeast Regional Association for Coastal and Ocean Observing Systems (NERACOOS) to support in-field and ongoing learning. Science content will be informed and vetted by NOAA research scientists and work between the science centers and community organizations will be professionally facilitated. Formats and effectiveness will be evaluated by external evaluators and revised throughout the project.

Literacy Volunteers of America (LVA) - Monroe County, Inc. and The College of Exploration are developing and implementing a pilot project to target traditionally under-represented ethnic groups who are limited English proficient-- many reading and writing in English at the grade 0 - grade 5.5 level. The project goals are for learners of English as a Second Language (ESL) to use digital photo cameras, digital video cameras, waterproof underwater HD cameras and GPS technologies to geo-locate, explore, observe, record, display and tell stories in English both in words, photos and short HD video clip sequences. Stories will be about the exploration of places like the National Marine Sanctuaries and other areas of the country and coasts where there are scientific observation and monitoring opportunities created and supported by NOAA partners.

Sea Studios Foundation will extend the Strange Days on Planet Earth multimedia initiative to raise public science literacy on pressing environmental issues. Based on pioneering Earth System Science research, Phase Two will be a media and outreach project focused on the ocean and water issues. The goal of the project is to increase public awareness and understanding of the scope and scale of key issues affecting the ocean. At the core of the project is a four part television documentary series for PBS primetime entitled Strange Days, Ocean. The programs will concentrate on four content areas: overexploitation of ocean resources, pollution, coastal development, climate change and the role of the ocean in Earth's system. Each episode is structured around a compelling scientific questions designed to engage the audience in a search for answers based on the most current research from the varied Earth System Science disciplines. The series focuses on explaining how scientists come to know what they know. The series will be complemented by activity-based learning supported by a national consortium of informal learning institutions, a citizen science program, training sessions for informal educators, and a project website. Collaborators include the National Geographic and three new major partners: Monterey Bay National Marine Sanctuary Program to expand citizen science programs around invasive species; Americans for Informed Democracy (AID), dedicated to organizing college campus educational events; The Ocean Project (TOP), a network of 600 organizations; plus the Arizona Sonora Desert Museum and eight other informal science institutions. Knight Williams Research Communications, and Public Knowledge and Cultural Logic will assess the impact of the series. The project will contribute to the field of informal science education by providing widely applicable communication lessons on ocean and water issues and a model methodology for creating science education media that is credible, informative, and relevant. The results of two unique adult learning case studies will be shared with the field through presentations at national meetings and workshops, and posted online.

The Astronomical Society of the Pacific, in collaboration with the Institute for Learning Innovation, will implement "Sharing the Universe." This research and implementation project is designed to include both a comprehensive, two-phased research component, as well as a large-scale national dissemination. The intended impacts are to improve the quality and effectiveness of informal science education activities provided by amateur astronomers; increase the frequency of public engagements in astronomy; and broaden the variety of events and diversity of the outreach to include underserved and underrepresented audiences. The project will create a community of practice using club leaders to improve astronomy clubs nationwide through research tools, training and outreach skills. Project deliverables include Phase I research which is designed to gain an understanding of how outreach-orientated clubs function and identify strategies that make successful clubs effective. Phase II will examine a core group of 20 clubs in detail to further understand the outreach culture while using interventions developed from the Phase I results such as a training DVD, Online Resource Library, Outreach Toolkit and a robust community of practice. The final deliverable will be the dissemination of proven strategies and best practices revealed by the research to 200 diverse astronomy clubs across the country. Strategic impact will be realized in increased outreach capacity among amateur astronomers and a strong model for astronomy clubs with proven best practices and resources. It is anticipated this project will reach more than 4,400 amateur astronomers and indirectly impact more than one million Americans in astronomy clubs in four years. Inverness Research will conduct the summative evaluation of the project.

This Pathways proposal seeks to find the most effective means for communicating research, research processes and ocean sciences to the public from the ocean ship Joides Resolution (JR). The JR is an NSF-supported research vessel that assists scientists and educators in their quest for understanding the science of oceans and ocean floors worldwide. The goal of this project is to find the best mechanism for communicating science through the numerous platforms of informal science education. Through a series of discussions by stakeholders that include scientists, educators, end-users in the informal science education community and evaluators, 3-5 pilot projects will be selected for further elaboration, testing and evaluation for communication methodologies. From these studies and refinements, models for communication will be produced for further implementation. Partners in this venture include: Consortium for Ocean Leadership\'s Deep Earth Academy (DEA)and the Education Division for the Integrated Ocean Drilling Program (IODP). This project will enhance the public\'s understanding of oceans, ocean floors, and related research in these elements, and inspire younger individuals who may consider ocean science as a career. Models for how best to communicate the world of ocean science will be tested and disseminated through informal science education networks and platforms. Further, models for evaluation of this multidisciplinary science endeavor will be helpful to advancing the informal science education field.

Tornado Alley is a large-format 2D/3D film and comprehensive outreach program exploring the science behind severe weather events. The project focuses on cutting-edge developments in the fields of meteorology and earth science, demonstrating weather monitoring technologies. The project spotlights the current research of the VORTEX 2 (V2) project--the most ambitious effort ever to understand the origins, structure and evolution of tornadoes. The principle target audiences are science museum audiences, with additional special attention to under-served, rural mid-western communities, which will be served by digital 3D screenings. The film will be produced by Graphic Films and Giant Screen Films and distributed by Giant Screen Films. The Franklin Institute will create and manage outreach to professional audiences. Informal Learning Solutions will conduct formative evaluation; RMC Research Corporation will conduct summative evaluation of the project. The film, produced by Paul Novros (PI) and directed by Sean Casey, will collaborate closely with the V2 team, led by Dr. Josh Wurman, and consult with the project advisors to assure clarity and accuracy of the science being presented. A distance-learning initiative to serve educators--both formal and informal--will be managed by Karen Elinich (co-PI) of The Franklin Institute. The project's innovative outreach strategies leverage the mobility of the tornado intercept vehicle (TIV) built by Sean Casey, and the Doppler on Wheels and MGAUS (weather balloon vehicles) to bring scientists and weather-monitoring technology into direct contact with audiences. Outreach to underserved audiences, especially rural audiences, will provide opportunities for interactions with V2 PIs and their students, who serve as role models in science careers. In addition, cyber infrastructure will allow groups of educators to interact remotely with V2 researchers and experience visualizations of weather data. The film and ancillary materials will be translated into Spanish. The project serves as a model for the dissemination of the methods and results of a specific major NSF hard-science research endeavor to the general public through ISE products and activities. The goal of the project is for the audience to increase their knowledge and understanding of the scientific process, learn what meteorologists do, what technologies are used in meteorology and weather science and the factors and forces in meteorological events. It is intended that young audience members will also develop and interest in weather science and potential careers in science and engineering. In the first five years of the film\'s release, the audience is anticipated at 7 million plus. In addition, the live outreach events are expected to engage approximately 40,000-60,000 individuals.

The ScienceMakers: African Americans and Scientific Innovation is a three-year project designed to increase awareness of the contributions of African American scientists, raise awareness of STEM careers, and increase understanding of STEM concepts through the creation of education, media, and career resources. The project team is supplemented with an extensive advisory board of STEM education, museum, and community professionals, as well as representatives from partnering science centers. Project partners include the St. Louis Science Center, Liberty Science Center, New York Hall of Science, Pacific Science Center, Franklin Institute, COSI Columbus, Lawrence Hall of Science, SciWorks, Detroit Science Center, and MOSI Chicago. Additional collaborators include middle and high schools with high minority populations. Project deliverables include a fully accessible multi-media archive of video oral histories of 180 African American scientists and web resources and contests utilizing Web 2.0 and 3.0 applications such as social networking tools that foster engagement and build community around the ScienceMakers. Public programs for youth and adults at science museums, after-school programs, and community organizations highlight African American contributors, and encourage interest in science and science careers and the ScienceMakers DVD Toolkit expand the reach of this innovative project. Intended impacts for youth and adults consist of increased awareness of STEM concepts and career options, exposure to African American scientists, awareness of the contributions of minority scientists, and 21st century skills. Intended impacts on professional audiences include increased awareness and understanding of STEM careers and workforce diversity, 21st century skills, and STEM career options. The project evaluation, conducted by Knight-Williams Research Communications, utilizes a mixed-methods approach. The evaluation assesses the impact of the oral history archive, public programs, and other deliverables on public and professional audiences' knowledge, interest, and awareness of the contributions of African American scientists, STEM concepts, and STEM careers. The evaluation also includes an ethnography which examines factors that contribute to success in STEM careers by African-American scientists. The ScienceMakers significantly expands the world\'s largest searchable oral history archive and may have an enduring impact on research and practice in the field of informal science education. The project has the potential to enrich programs and exhibits, while raising awareness of the contributions of African-American scientists among informal science education professionals and the general public.

This Full-Scale Informal Science Education award focuses on the physical and social science surrounding the extraction of natural gas from the Marcellus shale formation beneath the surface in north central and western Pennsylvania. The project targets the adult residents of the impacted or soon-to-be-impacted areas of Pennsylvania. This is a complex project involving the disciplines of geology, engineering, chemistry, social science, performance, and land management. Further, the project team includes a mix of physical scientists, educators, theater arts faculty, social scientists and engineers from Pennsylvania State University, the Pennsylvania State Cooperative Extension Service, and Juniata College. The project addresses several potential barriers to communication of science to the public. The proposal team provides four entry points for citizens of rural Pennsylvania to engage in learning about energy, its needs in the Nation, the economics behind these needs, the geology of the shale deposit and how to have productive discussions and make decisions using science-based evidence. The project will engage a multitude of communication mechanisms such as forums, community meetings, theater performances, data centers, blogs and workshops. The Pennsylvania State Extension will play a central role in working at the local level. The project is a complex effort wherein the residents of north central and western Pennsylvania will learn about the science and policies of natural gas extraction and how to derive and use scientific information for decision making. The proposal team will learn how to work and communicate with rural citizens. Further, the team will derive a variety of models from these activities that are likely to be adaptable for use in other areas of the Nation that have natural gas deposits.

In the Communities of Learning for Urban Environments and Science (CLUES) project, the four museums of the Philadelphia-Camden Informal Science Education Collaborative worked to build informal science education (ISE) capacity in historically underserved communities. The program offered comprehensive professional development (PD) to Apprentices from 8-11 community-based organizations (CBO), enabling them to develop and deliver hands-on family science workshops. Apprentices, in turn, trained Presenters from the CBOs to assist in delivering the workshops. Families attended CLUES events both at the museums and in their own communities. The events focused on environmental topics that are especially relevant to urban communities, including broad topics such as climate change and the energy cycle to more specific topics such as animals and habitats in urban neighborhoods.

This response to Mitchell and Mueller's 'A philosophical analysis of David Orr's theory of ecological literacy' comments on their critique of Orr's use of the phrase 'ecological crisis' and what I perceive as their conflicting views of 'crisis.' I present my views on ecological crisis informed by standpoint theory and the definition of crisis as turning point. I connect the concept of turning point to tipping point as used in ecology to describe potentially irreversible changes in coupled social-ecological systems.
