This project will advance efforts of the Innovative Technology Experiences for Students and Teachers (ITEST) program to better understand and promote practices that increase students' motivations and capacities to pursue careers in fields of science, technology, engineering, or mathematics (STEM) by engaging in hands-on field experience, laboratory/project-based entrepreneurship tasks and mentorship experiences. This ITEST project aims to research the STEM career interests of late elementary and middle-school students and, based on the results of that research, build an informal education program to involve families and community partners to enhance their science knowledge, attitudes, experiences, and resources. There is an emphasis on underrepresented and low income students and their families.

The project will research and test a new model to promote the development of positive attitudes toward STEM and to increase interest in STEM careers. Phase 1 of the project will include exploratory research examining science capital and habitus for a representative sample of youth at three age ranges: 8-9, 9-10 and 11-12 years. The project will measure the access that youth have to adults who engage in STEM careers and STEM leisure activities. In phase II the project will test a model with a control group and a treatment group to enhance science capital and habitus for youth.

Public Libraries Advancing Community Engagement: Environmental Literacy Through Climate Change Discussions (PLACE) is a nationally disseminated, locally-based program that engages adults in geographic-specific discussions and critical thinking about resilient responses to environmental changes and extreme weather events, through programs in their local public libraries. Historically, opportunities to increase adults’ environmental literacy have typically been available only through established science centers, and/or tended to target citizens who are already interested in environmental topics and issues. While science center hosted events and exhibits are important, reaching new and underserved audiences is imperative. PLACE engages new audiences — in their own libraries and with their own communities — by discussing their challenges, threats and helping their communities prepare for and respond to climate change and extreme weather events. PLACE will help rural and under-resourced communities build resilience to their region's’ unique vulnerabilities and threats through the following: (1) Select 50 rural and under-resourced libraries across the United States, (2) Create environmental literacy materials for library programs and professional development materials for librarians, (3) Provide professional development to participating librarians, developing their environmental literacy and fostering the use of NOAA assets for library patron services, (4) Assist libraries in finding and partnering with NOAA scientists, (5) Support libraries implementing a three-part, environmental literacy book/video/discussion program series for adults, complemented by a curated collection of NOAA assets that align with each program’s topic, and (6) Perform a summative evaluation of the impact and outcomes of the program. The project has a sustainability plan and a network in place to support the activities in an ongoing, national model for years beyond the initial project funding. PLACE leverages the model and resources of an earlier, similar program, Pushing the Limits (funded by the National Science Foundation), which demonstrated significant success in raising adults’ general science literacy in rural libraries across the United States. The project is being created, disseminated and evaluated through a partnership of The Califa Group (a California library consortium) and the National Weather Service, working in tandem with NOAA’s Office of Education.

Utah Valley University (UVU) with partners Weber State University (WSU) and American Indian Services (AIS) are implementing UTAH PREP (PREParation for STEM Careers) to address the need for early preparation in mathematics to strengthen and invigorate the secondary-to-postsecondary-to-career STEM pipeline. As the preliminary groundwork for UTAH PREP, each partner currently hosts a PREP program (UVU PREP, WSU PREP, and AIS PREP) that identifies low-income, under-represented minority, first-generation, and female students entering seventh grade who have interest and aptitude in math and science, and involves them in a seven-week, three-year summer intensive program integrating STEM courses and activities. The course content blends skill-building academics with engaging experiences that promote a clear understanding of how mathematical concepts and procedures are applied in various fields of science and engineering. Courses are enhanced through special projects, field trips, college campus visits, and the annual Sci-Tech EXPO. The purpose of the program is to motivate and prepare participants from diverse backgrounds to complete a rigorous program of mathematics in high school so that they can successfully pursue STEM studies and careers, which are vital to advancing the regional and national welfare.

UTAH PREP is based on the TexPREP program that originated at the University of Texas at San Antonio and which was named as one of the Bright Spots in Hispanic Education by the White House Initiative on Educational Excellence for Hispanics in 2015. TexPREP was adapted by UVU for use in Utah for non-minority serving institutions and in regions with lower minority populations, but with great academic and college participation disparity. With NSF funding for a two-year pilot program, the project partners are building UTAH PREP through a networked improvement community, collective impact approach that, if demonstrably successful, has the ability to scale to a national level. This pilot program's objectives include: 1) creating a UTAH PREP collaboration with commitments to a common set of objectives and common set of plans to achieve them; 2) strengthening existing PREP programs and initiating UTAH PREP at two or three other institutions of higher education in Utah, each building a sustainable local support network; 3) developing a shared measurement system to assess the impact of UTAH PREP programs, adaptations, and mutually reinforcing activities on students, including those from groups that are underrepresented in STEM disciplines; and 4) initiating a backbone organization that will support future scaling of the program's impact.

General Abstract:

This NSF INCLUDES Launch Pilot project, STEPs to STEM, will create a statewide STEM pipeline within an integrated program of community college education throughout the state prisons of New Jersey. The Pilot leverages a long-standing collaboration among education, government, and volunteer sectors including NJ-Scholarship and Transformative Education in Prisons (STEP), all of whom commit to work together to accredit and ensure articulation (transferability) of the required STEM courses. The broadening participation challenge that will be addressed by this Pilot is to extend college-level STEM education to incarcerated persons, who are overwhelmingly minorities from the lowest socioeconomic levels of American society. Education in general and STEM education in particular equips students for high-level workforce readiness, offering improved quality of life for formerly incarcerated persons and their families and contributing to American economic success.

Technical Abstract:

Four major goals of the Pilot are: 1. consolidate and ensure articulation of STEM A.A. courses in NJ state prisons with a seamless path to B.A. study at Rutgers, the State University of New Jersey; 2. begin teaching new accredited STEM courses and offering REU and internship opportunities to released students; 3. implement tracking of students in STEM courses while incarcerated and beyond, enabling a supplementary research goal to evaluate student and teacher performance in comparison with mainstream educational settings; 4. work with partners in business, government, non-profit, development, and public sectors to build a complete STEM pipeline with a long-term goal of enabling formerly incarcerated students to clear their records through education and workforce participation in STEM. Implementation of the goals will proceed as follows. Senior personnel from each of the cooperating institutions and a jointly-supervised postdoctoral trainee will negotiate the terms of accreditation and articulation across the state system with our partner, the lead accreditation institution, Raritan Valley Community College. Teaching of STEM courses by our established team of volunteers will commence as each course is accredited. Our industry and research partners will begin offering REU and training internships in the first summer. Educational research professional on the team will guide the design, implementation, and analysis of student and teacher performance. New partners will be brought in to the collective from the non-profit, business, and public sectors to extend the reach and impact of this initiative.

Young adulthood, typically defined as between the ages of 18 and 25, is a critical period of growth during which young people acquire the education and training that serve as the basis for their later occupations and income (Arnett, 2000). The successful transition from adolescence to early adulthood requires youth to have the skills and resources to graduate high school and then go to college or enter the workforce (Fuligni & Hardway, 2004; Lippman, Atienza, Rivers, & Keith, 2008). Portland State University (PSU) and Multnomah County Library (MCL) will collaborate on research designed to improve library practices, programs, and services for adult patrons, especially adults with low literacy skills, including seniors, English learners, socially isolated adults, and adults with low incomes. The project features the administration of the “Problem Solving in Technology Rich Environments” (PSTRE) survey developed by the Program for the International Assessment of Adult Competencies (PIAAC) of the Organization for Economic Cooperation and Development (OECD). The research will inform efforts to improve the nation’s education and workforce development strategies and investments and ensure that libraries are an integral part of these efforts.

The Chicago Zoological Society (CZS) in collaboration with Eden Place Nature Center, the Fuller Park Community Corporation, and the University of Illinois at Chicago (UIC) will implement the SCIENCES Program, Supporting a Community's Informal Education Needs: Confidence and Empowerment in STEM. The primary goals of this Full Scale Development project are to broaden access to and participation in environmental science, strengthen partnerships between CZS, Eden Place, and UIC, and gain insights into the 'ecosystemic' learning model which promotes scientific literacy and agency in the community. The project targets a low-resource community with a minority audience while the secondary audience is informal science learning organizations and researchers who will advance research in informal learning. The theoretical framework for the project design draws on conservation psychology, informal science learning, civic ecology education, and urban science education to create an ecosystematic, geographically centered approach. The deliverables include research, curriculum, and engaging hands-on programs for youth, families, adults, and teachers, reaching both in-school and out-of-school audiences, in addition to the SCIENCES Implementation Network. Three potential curriculum themes to be explored are water conservation and protection, pollinators for healthy ecosystems, and community resilience to climate change. The SCIENCES project offers a comprehensive suite of engaging programs for community audiences. For example, the year-long Zoo Adventure Passport (ZAP) program for families includes hands-on experiments and field trips, while project-based learning experiences enable teens to create wetlands, design interpretive signage, and develop associated public programming. School-based programs include professional development for teachers on the Great Lakes ecosystem and invasive species. Existing programs that have been previously evaluated and demonstrated to show learning impacts will be adapted and modified to meet the goals of the ecosystemic learning model by providing multiple learning opportunities. New learning resources will also be created to support the content themes and provide continuity. The result will be a comprehensive approach that ensures deep community engagement by individuals, families, and organizations, with cohesiveness provided by the overarching content themes which broaden access to STEM learning resources and leverages partnerships. The project includes both a research and evaluation plan. The primary research question to be addressed is: How does a large informal science learning institution work with a community-based organization to support environmental scientific literacy and agency at all levels of the community? A sociocultural framework will be used for this mixed-methods case study research. Study participants include community leaders, youth, parents, teachers, and staff from Eden Place. The case study sample will include 20 focal individuals drawn from the participant groups and approximately 300 survey participants. Case study data will be triangulated with evaluation data and analyzed using a grounded theory approach. By examining changes from the baseline following the implementation of the community programs, the findings may provide insight on agency and science literacy among community members. The comprehensive, mixed-methods evaluation plan employs a quasi-experimental design and incorporates front-end, formative, and summative evaluation components. The evaluation questions address the quality of the processes and products, access to environmental science learning opportunities, environmental science literacy, sustainability, and barriers to implementation. An extensive dissemination plan is proposed with a dual emphasis on meeting stakeholders' needs at multiple levels. The evaluation and research teams will emphasize publication in peer reviewed journals and presentations at conferences for informal science education professionals. Findings will be shared with the Fuller Park community stakeholders using creative methods such as one-page research briefs written in layperson's language, videos, and recorded interviews with participants. The local project Advisory Board will also be actively involved in the dissemination of findings to community constituents. The SCIENCES National Amplification Network will be created and work collaboratively with the American Association of Zoos and Aquariums and the Metropolitan Green Spaces Alliance to disseminate the model. Collectively, the activities and deliverables outlined in this proposal will advance the discovery of sustainable models of community-based learning while the research will advance the understanding of informal learning support for science literacy and agency.

This project engages members of racially and economically diverse communities in identifying and carrying out environmental projects that are meaningful to their lives, and adapts technology known as NatureNet to assist them. NatureNet, which encompasses a cell phone app, a multi-user, touch-based tabletop display and a web-based community, was developed with prior NSF support. Core participants involved in programs of the Anacostia Watershed Society in Washington, D.C., and Maryland, and the Reedy Creek Nature Preserve in Charlotte, NC, will work with naturalists, educators, and technology specialists to ask scientific questions and form hypotheses related to urban waterway restoration and preservation of native species. They will then collect and analyze data using NatureNet, requesting changes to the technology to customize it as needed for their projects. Casual visitors to the nature centers will be able to interact with the environmental projects via the tabletop, and those who live farther away will be able to participate more peripherally via the online community. The research project, led by researchers from the University of Maryland, College Park, with collaborators from the University of North Carolina, Charlotte, and the University of Colorado, Boulder, will provide answers to two questions: 1) How do community-driven informal environmental learning projects impact participants, including their motivation to actively participate in science issues via technology and their disposition toward nature preserves and scientific inquiry? and 2) What are the key factors (e.g., demographic composition of participants, geographical location) that influence the development of community-driven environmental projects? Researchers will gather extensive qualitative and quantitative data to understand how community projects are selected and carried out, how participants approach technology use and adaptation, and how informal learning and engagement on STEM-related issues can be fostered over a period of several months and through iterative project cycles. Data will be collected through motivation questionnaires; focus groups; interviews; tabletop, mobile, and website interaction logs; field notes from participatory design and reflection sessions; and project journals kept by nature preserve staff. Through extensive research, iterative design, and evaluation efforts, researchers will develop an innovative model for community-driven environmental projects that will deepen informal science education by demonstrating how members of diverse communities connect environmental knowledge and scientific inquiry skills to the practices, values, and goals of their communities, and how technology can be used to facilitate such connections.
