In this paper, Harris H. Shettel, evaluation consultant, examines the "Professional Standards for the Practice of Visitor Research and Evaluation in Museums" approved by the AAM Committee on Audience Research and Evaluation or CARE. Shettel specifically comments on Section II that deals with the competencies required by visitor studies professionals. Shettel argues that it is time to move away from generalities described in this document and move toward articulating practices proven useful over time.

In 1988 and 1989, ASTC offered a seven-day institute for founders of new science centers, funded by the National Science Foundation. The impact of these institutes was profound, making the difference between success and failure for several, and helping many others clarify and strengthen their plans. Since then demand for technical assistance to new science centers has increased rather than decreased. Building on its experience, ASTC proposes a 3-1/2 year multiple-strategy program to provide knowledgeable, supportive guidance to the founders of new science centers. The elements are: (1) a 4-day workshop on how to start a science center; (2) a resource book on starting and operating science centers; (3) a network for new science centers which meets at the ASTC annual conference for mutual support and information sharing; (4) one-day workshops held in Conjunction with the ASTC conference and planned by the steering committee of the New Science Center Network; (5) increased coverage in the ASTC Newsletter; (6) an annual progress report on new science centers; and (7) on-going, individualized technical assistance.

New and developing science centers make up a significant percentage of ASTC membership. They often have limited funds, facilities, exhibits, education programs and experience developing and operating a science center. These institutions desire ready-to-use exhibits, demonstrations and education materials, as well as management workshops concerning the basic operation of a science center. This project proposes the formation of a Science Carnival Consortia, a partnership of the Pacific Science Center and five to eight new and developing science centers. Building on the success of the Pacific Science Center's Science Carnival, Consortia members: (1) Obtain twenty to forty Science Carnival exhibits (2) Obtain six ready-to-use demonstrations (3) Obtain supplementary education materials (4) Obtain appropriate training regarding the implementation and maintenance of the above items (5) Participate in a week long management workshop at the Pacific Science Center (6) Receive ongoing consultation with Pacific Science Center Staff (7) Participate in three annual meetings of Consortia members The project also produces a Science Carnival "cookbook" which provides instructional for fabricating and maintaining all exhibits in Science Carnival, plus scripts and material lists for each demonstration, and enrichment class. The project also evaluates the success of this model for serving other new and developing science centers.

The American Association for the Advancement of Science, in collaboration with the Association of Science-Technology Centers and several science centers, has requested $837,958 in NSF support of a project to make science museums more accessible to minority groups. In the project, AAAS and ASTC propose to provide technical assistance and staff training to science museums on equity issues, with emphases on institutional self- assessment, developing effective science education programs reaching minority audiences, and working effectively with community organizations and other institutions serving minority groups. Several museum sites will be involved initially in the development of the four program components: 1. development of guidelines for an equity self-assessment in museums; 2. science equity training for all museum staff; 3. the development of relationships between museums and community groups and schools and colleges and universities that serve minorities; and 4. a national effort to create awareness among minority groups of employment opportunities in science museums. Additional dissemination will be provided through training workshops and sessions at museum conferences. A "how-to" guide and video will be developed for museums on conducting an equity self-assessment.

The Franklin Institute proposes to establish the Science Learning Network (SLN), a unique online collaborative of science museums, industry and schools to support the teaching and learning of science, mathematics and technology (SMT) in grades K-8. The SLN will integrate the educational resources offered by science/technology centers with the power of telecomputing networking to provide powerful new support for teacher development and science learning. By December 1997 the SLN will develop and evaluate the following: UniVERSE - an online SMT database and software package which will provide interactive capabilities to actively and intelligently assist K-8 classroom teachers in their Internet explorations, much like an electronic "librarian." Online Museum Collaborative - a national consortium of science museums (The Franklin Institute, the Exploratorium, Oregon Museum of Science and Industry, Museum of Science - Boston, and Science Museum of Minnesota) that will pool their resources and expertise to create online assets and provide ongoing professional development on telecomputing networking for precollege SMT teachers. Online Demonstration Schools - a network of K-8 schools, working in collaboration with consortium museums and Unisys Corporation volunteers as demonstration sites for online teaching and learning in SMT. Over the course of three years, the SLN will provide direct support to 180 teachers and 3,000 K-8 students in the online demonstration schools. Through existing teacher networks, each museum will offer professional development for an additional 200 teachers each year. The Urban Systemic Initiatives in Philadelphia and Miami offer the potential for broader, systemic impact in those cities. By the end of the grant period, the SLN will provide field- tested models of a new kind of online SMT community through the collaboration of science museums with industry and schools. The sustainable impact of the SLN will be assured by UniVERSE's status as a publicly accessible database and software package and the development of the national consortium of online museums, whose network resources will be made available on an ongoing basis to educators. The three-year formative development of the online demonstration schools will contribute vital data to precollegiate school reform in SMT, showing how schools build capacity to become members of the online community and demonstrating how teaching and learning are enhanced by online resources. Unisys Corporation has pledged its support to this project and will provide matching funds for up to 40% of the total NSF award.

Five small science museums will form "TEAMS (Traveling Exhibits at Museums of Science) Collaborative". The partners include the Montshire Museum of Science, Norwich, VT; The Catawba Science Center, Hickory, NC; Sciencenter, Ithaca, NY; Discovery Center Museum, Rockford, IL; and the Ann Arbor Hands-On Museum, Ann Arbor, MI. Each museum partner will develop a 1500 sq. ft. (140 m2) traveling exhibit that will include ten to fifteen interactive units and supporting graphics and will circulate to all members of the partnership. The exhibition topics are: AirPlay (Montshire Museum of Science, Dirt (Catawba Science Center), You Can Count On It (Sciencenter), Amusement Park Science (Discovery Center Museum), and Eureka Labs: Science from Head to Toe (Ann Arbor Hands-On Museum). Following the circulation among the consortium members, it is anticipated that the exhibits will circulate more broadly via the Association of Science-Technology Centers Traveling Exhibit's Program. In addition to developing these exhibits, the collaboration has an additional goals 1) focusing on the family audiences by working together to enhance the family science learning through the development of resources that can be used by families that are related to exhibition topics, 2) building institutional expertise in exhibit design, family programming, and evaluation; and 3) conducting research on family learning and sharing results with the field. Complementary materials and activities for teachers will also be developed for each exhibit.

The Franklin Institute Science Museum in Philadelphia, PA., acting as administrative coordinator for the Issues Laboratory Collaborative (ILC), requests NSF support for five science museums over a three year period to investigate the effectiveness of museum-based programs about controversial issues in science and technology; to develop, test, refine, and disseminate ten educational programs on science issues; and to establish a permanent Science Issues Network that will disseminate materials and methods to all U.S. science museums engaged in issues programs. This project has been formulated for re-submission to the National Science Foundation with guidance from a distinguished panel of scientists who will assist in program development. Approximately two million people will be directly served by ILC programs and exhibits during the three-year period.

The Association of Science Technology Centers (ASTC) will plan a multi-year initiative to build the capacity of science to facilitate the implementation of school/science center partnerships. ASTC'S intention is to organize a network a 'learning communities' in five prominent interest areas, identified by the field, to help science museums focus more effectively on school science education, and develop close collaboration with schools to influence systemic change. During the planning phase, ASTC will: Organize and convene a national advisory committee Develop a position paper to inform and engage the field for school/science center collaboration. Identify leadership institutions and their partners among school systems, and form a core group of facilities and personnel for the leaning communities. Investigate needs in existing practices and develop an appropriate range of resources, services, and activities. Determine priorities for phased implementation of learning communities and related program activities. Conduct research to identify useful techniques and approaches for program documentation, research, and evaluation.

The Louisville Science Center will develop "The World We Create", a 13,000 sq. ft. exhibit which will transform their second floor to an active learning environment where visitors can explore the simplest element of the creative process to the most sophisticated networks available to our society. The activities will be organized into five core exhibit areas: New Way Tunnel, Think Tank, Inventor's Garage, Chemistry Kitchen, and Tech World and will reinforce educational reform activities in math, science, problem- solving, team cooperation, and decision making. In addition to the large number of interactives, there is a substantial technology/telecommunications component known as the Tech Forum. This will serve at the home site for the Kentucky TeleLinking Network (KTLN). The educational objectives of the exhibit were developed under the guidance of prominent formal educators in the state and they address both the education reform goals of the state and national science and math standards. The exhibit has also been developed with direct participation of a number of private sector partners. It is an impressive community effort. The exhibit is scheduled to open in March, 1997.

The Museum of Science and Industry seeks to facilitate the establishment of a network of Independent science clubs. Located in Chicago's south side, the Museum operates an in-house science club which has over many years developed a large investory of activities. The members themselves, drawn from a broad socio-economic base, have contributed much of the content and character of this hands-on program. Now, in response to chicago's pressing local need for strong equity programming in science and technology education, the Museum proposes to "package" this club such that local chapters can readily be sent up throughout the city land region, especially in community centers, churches and Park District recreation centers. The club "package" will include: Modules of learning activities for various ages with supporting materials and equipment; Museum-coordinated trips to research and industrial sites; gatherings at the Museum; training of club facilitators; and adaptable organization format with an accounting system; recruitment of volunteers as helpers and role models; substantial help with fund-raising. NSF support is sought for the establishment of the modules and system, and the Museum commits itself to on-going maintenance and coordination of the network. The Science Club Network will draw extensively on existing programs, community networks and support systems. The Museum has already elicited many commitments of financial and other support for local chapters.

The Association of Science-Technology Centers (ASTC) is requesting $50,000 to investigate and report on education activities linking science centers with schools. The research will examine the nature and levels of service currently provided by science centers, and produce a report that describes the current status with an emphasis on understandings that provide insight for program planning. The study will gather information from both museums and schools and museums where collaborative efforts are not occurring to investigate the barriers that have discouraged linkages.

The University of California, Davis will use this planning grant "Planning an Informal Science Education Program at the University of California, Davis" to redefine its relationship with and responsibilities toward the public. Outreach for them is being viewed as a interaction between public needs and interests and the university. Leadership will be provided by a committee of university faculty and an advisory board consisting of external university museum and science education professsionals will meet with project directors twice during the year. Together they will examine the regional science education needs, the existing public education activities at UCD, and investigate the potential for establishing a comprehensive informal science program. Among other things this will include the coalescing of various scientific collections (geology, entomology, anthropology, the botanical and arboretum collections) and their respective independent educational programming into a regional science education network. Advisors will include members of the UCD faculty and administrators as well as individuals representing external university museum and science education experts.
