Maryland Instructional Television, in conjunction with the National Science Teachers Association, will use the expertise of scientists and educators and the medium of television to create an exciting science video series for children ages four through seven. The activities of the project include the identification of content, design of instructional video and ancillary print materials, and formative evaluation. Fifteen video programs will be developed, each containing two or three separate sub-programs. These will be supplemented by teacher and parent guides which will suggest activities designed to expand upon the material covered in the program. The series content and materials will explore everyday events in the lives of young children and will integrate science and mathematics concepts, skills and application into a variety of curricular areas. The companion activities will make use of objects already in the child's world or easily accessible in the home. This project is funded jointly with the Instructional Materials Development Program.

READING RAINBOW is a multi-part PBS children's television series that encourages children ages five through nine to read good books. The program format involves book reviews through narration and illustration with an overall program theme set by a lead book. With support from NSF they have produced and aired five half hour programs devoted to science books and science topics as part of the READING RAINBOW series. The present proposal will add an additional eight programs that focus on scientific themes over the next four seasons of the program, demonstrating to children how science is integrated into all aspects of their lives and encouraging them to read science books. The series utilizes a thorough system of book and program topic review before material is selected for each program. Scientists, educators, librarians, teachers, parents, and children evaluate candidate books for interest, appropriateness, readability, and suitability for television treatment. READING RAINBOW programs are evaluated for effectiveness after they are produced to provide feedback for future programs. The resulting programs are having a substantial effect on home, school, and library. Booksellers are reporting dramatic increases in sales of reviewed books; librarians greatly increased requests for and use of materials. Recent READING RAINBOW book reviews have led to new covers and new marketing programs for books, and teachers are using materials during the school year following summer broadcast. Publishers, seeing an increased market for books for young children, are encouraging new work by authors and illustrators. A $750,000 award over three years is recommended: $250,000 for FY 87, and additional amounts of $250,000 in FY 88 and $250,000 in FY 89.

The Girls Clubs of America (GCA) plans to develop over a three year period informal science learning activities to increase the participation of women aged 14-18 in mathematics and science. These materials are part of an overall program, "Operation SMART," that is a major national commitment by the Girls Clubs of America to include science and mathematics education as a major component of GCA activities at all age levels. Prior projects have developed and implemented successful materials directed at elementary and middle school girls; the present project extends this effort into the critically important high school age years. The materials will be developed by project staff in association with developers at the Educational Development Center (EDC), piloted and tested in four Girls Clubs sites along with training chapters nationwide. A publisher will be identified for national distribution and sales of activity materials sets and a book-length publication designed for use by education programs of other youth-serving organizations. A partnership with the Business and Professional Women's Association (BPW/USA) and its 3400 local chapters and with the AAAS Linkages Project will create many non-Girls Club sites. Dissemination to other youth- serving organizations will be carried out through the National Collaboration for Youth. As a result, Operation SMART's high school age materials should reach several hundred thousand young women. Foundations and businesses will provide substantial additional project support; approximately 51% of the total $ l.4 million project budget is requested from NSF.

The Franklin Institute Science Museum will, over a three year period, develop a regional Girl Scout leader training programthat provides science education experiences for Girl Scouts. The Girl Scout Council of Greater Philadelphia and the Washington Rock, NJ Council will be primary partners and the source of volunteer leaders and the target audience of member girls. Science Education kits will be developed and tested for Brownies and Juniors, training materials for staff trainers and volunteer leaders developed, leaders trained, and several post.training support mechanisms developed. Program materials are designed for continued use by the Girl Scouts; more than 2,000 leaders will be trained and 20,000 girls will participate in project activities during the three year period. This project is directed at the substantial under representation of women in many science and engineering fields by working with girls in informal settings to overcome patterns of science and mathematics avoidance. Replication and dissemination will be undertaken both within the Girl Scout Council system and among museums, youth organizations, and other informal educators. The proposers are contributing nearly $250,000 in resources to the project; NSF support will be 55% of the project total.

The Mississippi Museum of Natural Science proposes to build on its program of activities that involve children in science and bring them into contact with the approaches, objects and equipment that scientists use, with each activity designed to stimulate thinking and heighten interest in science. Cardinal features of the program are the development of hands-on exhibits, science kits for classroom use and a studied tie with the children's television program, "3-2-1 Contact." The goals are to coordinate these activities with hands-on science activities for students in grades 3-6, and to coordinate classroom activities with those at the museum, which conducts "3-2-1 Contact Days" throughout the year when students come to the museum and take part in experiments, observations and enrichment lessons and actively manipulate museum objects. The museum now will refine the program components, including improvement and duplication of the hands-on kits, continuation of the workshops for elementary teachers and development of new participatory exhibits dealing with insects and endangered species, and will present them to an expanded audience. One-third of the children in the state live below the poverty level, and fifty per cent represent minority populations. As most of these children lack such out-of-school experiences these informal science activities are particularly meaningful.

The Council for the Advancement of Science Writers (CASW), a nonprofit organization of scientists and science writers, will provide an additional four years of New Horizons In Science briefings for science reporters and editors. These annual briefings, which have been conducted since 1963, bring together leading researchers in the most active areas of science and engineering with science journalists to educate journalists about the latest developments in scientific discovery and inquiry, and to allow the two groups to interact with each other to discuss common aspects of the public understanding of science. Each year, the CASW Briefings engage more than a hundred science journalists from around the country with more than a dozen speakers reflecting as many fields of scientific discovery. The activities cover all fields of science and engineering and are carefully constructed to reflect a variety of points of view within disciplines. This standard award for three years will allow CASW to develop independent long.term funding for the series. Evaluation and marketing studies will take place in each of the next four years. More than $100,000 in additional project support will be provided by the CASW and other New Horizons sponsors.

The Institute of Science and Society at Central Washington University plans a series of six workshops during 1991 on issues involving science and technology which are of current interest in the State of Washington. The purpose of the series is to inform public officials on critical issues where science plays a central role. Thus, state legislators, city and county executives, excutives in key state and local governmental agencies,judges, attorneys, the news media, and corporate executives will be invited to participate. The workshops will be conducted at Central Washington University, the state capitol in Olympia, or other locations which are easily accessible or relevant for the workshop topic (e.g., hosting a workshop on radioactive waste at the Battelle-Hanford Pacific Northwest Laboratory).

The Scientists Institute for Public Information (SIPI), a non profit organization of scientists and media professional that works to strengthen reporting of science, will organize annual briefings for television news directors and producers by leading scientists during the next three years. Each year 35- 50 local news directors from across the country will meet face- to-face with nationally prominent scientists for two days of discussions of leading stories in science, health and the environment. Science is underreported on commercial television, and this targeted intervention has a substantial opportunity to directly improve the quality and quantity of science reporting by America's television industry. SIPI's Media Resource Service has developed an international reputation for its provision of scientific and technical sources for journalists. The prototype TV News Director's Briefing, held March 10-12 1989, demonstrated in a practical way the potential of the project, reaching 35 key journalists from 17 states. The briefings will be attended by a geographically distributed group of professional scientists and journalists who are well supported in their discussions by extensive pre-meeting work by SIPI staff. Extensive news coverage of the topics discussed will take place and be documented by SIPI staff. A continuing evaluation study by an independent contractor will analyze the impact of the briefings on the participants. NSF support will amount to 28% of the $660,000 project total.

SOUNDPRINT, the weekly half-hour, nationally heard public radio documentary series proposes SOUNDPRINT EXPLORES SCIENCE, five programs that will make science more understandable and accessible to general audiences, with secondary use in instructional settings. SOUNDPRINT proposes three different treatments of science: 1) Programs that profile scientists and the life of a scientist; 2) A comprehensive examination of a long-term science project; and 3) Explorations of issues on the frontiers of science. Two programs will profile scientists to illustrate what it is like to live the life of a scientist, how she/he became interested in a particular subject, why it is important, current research on the subject and scientific method. One program will trace, over time, a scientific project: it will be recorded over time and presented in a compressed half hour. Listeners will learn about the scientific method, share in the human interest and suspense. Two programs will bring listeners the latest thinking on a subject from individuals working on a scientific frontier and present it in an engaging, understandable manner. SOUNDPRINT has a successful track record of initial science programming within the on-going series. SOUNDPRINT documentaries combine journalistic excellence, personal storytelling and state-of- the-art audio production to create compelling programs which present issues and ideas in an accessible, memorable way. Distributed by the American Public Radio Network, SOUNDPRINT reaches over 300,000 listeners each week; cassette copies of program reach a broad post-broadcast audience in schools, libraries, community centers, youth centers, colleges and informal sharing by listeners.

With support from the National Science Foundation (NSF), National Public Radio (NPR) will provide five years of operation of NPR's Science Unit to provide science and technology news and information on NPR's MORNING EDITION, ALL THINGS CONSIDERED, and WEEKEND EDITION shows. Prior NSF support has allowed NPR to create stable, sustained in-depth science coverage on the national network of 335 local public radio stations. More than 9,000,000 people a month, or 2.5% of the U.S. population each week, listen to NPR's news magazines. Science coverage includes 400-500 science stories each year. NPR's News and Information Service is widely acclaimed; awards have included the Alfred I. DuPont Columbia University Journalism Award, and the Science Unit's staff's Westinghouse-AAAS Science Journalism Award and the National Association of Science Writers' Science in Society Award. With this five year award, NPR will consolidate the gains that have been made, continuing to provide the coverage that has earned their reputation, while moving towards financial independence from NSF. A FY87 30 month award of $574,449 and, subject to the availability of funds, following 12 month awards of $240,698 in FY89, $210,939 in FY90, and $180,623 in FY91 are recommended.

The proposers will organize and conduct the first of what is hoped will become an Annual Symposium on Children's Science Books that will focus national attention on this important and overlooked channel for science literacy. This first two day symposium will involve 75 editors, authors, librarians and educators in an intensive exploration of science books intended as independent or collateral reading materials for children at home, classroom or library. A national advisory committee will help shape the symposium's content. Professional and popular articles and a book will disseminate the results of the meeting. This project will explore an often-overlooked area of popular science education, and will involve science researchers committed to participating in improving popular education and communication in science. NSF support will be supplemented by university funds and income from the symposium.

The National Learning Center requests $31,767 from NSF in support of a conference focused on research on learning in children's museums, with a special emphasis on science. With funds from the Rockefeller Brothers Fund, a conference is being held in March at the Indianapolis Children's Museum. Participants are from these fields: Children's museums, cognitive psychology, and education. What will emerge are papers and a video that relate to how we learn in museums, how we can better design exhibits to support learning, and especially learning in science, a survey on permanent science exhibits in children's museums, and a research agenda with researchers matched to sites with preliminary timelines and costs for a number of projects on how we learn, and learn science, in museums. All principals are contributing their time. Rockefeller funds will pay for travel, hotel, and food. NSF funds are requested to support documentation and dissemination which will include a video of the full proceedings for study purposes, a finished 20 - 30 minute video highlighting key ideas. The viseo will be transcribed and edited to produce a series of papers suitable for dissemination.
