The Franklin Institute Science Museum in Philadelphia, PA requests NSF support for a three-year model program entitled "Partnerships for Acheiving Careers in Technology and Science" (PACTS). Building upon a successful pilot project involving African-American students and mentors, PACTS aims to foster positive attitudes about science careers and increase students leadership skills and self-estee. Through bi-weekly hands-on science workshops with African-American Scientists as mentors, students will strengthen their understanding of science concepts and enhance their critical thinking skills. On alternate Saturdays, students will participate in college/career workshops. PACTS students will also have the opportunity to tutor younger students, visit science laboratories, and serve as science museum demonstrators. Additional support and encouragment will be provided through a network of community resources involving partnerships among scientists, professional associations, community centers, corporations and a science center. The PACTS model will be disseminated nationally through museum conferences, the national networks of professional associations and corporations, and presentations by PACTS staff to interested organizations in other cities.

"The Connecticut Museum Collaborative for Science Education" is teacher enhancement program that will serve approximately 5,000 middle school teachers (and their students) from throughout Connecticut over a three-year program period. The proposed program has been developed cooperatively by four of Connecticut's Science Museums and Centers (The Discovery Museum, The Maritime Center at Norwalk, Mystic Marinelife Aquarium, and Talcott Mountain Science Center), in consultation with the school districts they serve and the Connecticut Academy for Education in Mathematics, Science, and Technology, the State's leadership organization solely devoted to enhancing education in mathematics, science, and technology. The Collaborative seeks to enliven and enhance the teaching of science, mathematics, and technology by drawing upon the resources of Connecticut's science-rich institutions and related businesses and industry. The proposed project will provide direct services to a core group of 72 middle school teachers and their students in eight urban and suburban school districts at the four participating museums and in their classrooms, as well as teacher training, curriculum development, and networking activities. Larger numbers of teachers and their students will be served through a planned series of interactive video teleconferences. A theme-based approach will be followed in which the unifying theme of "Earth Resource Monitoring" will serve to connect the activities at the four cooperating museums. The central concept of the project is collaboration among museums throughout the state to provide a bridge between science-rich institutions and the schools for teacher enhancement, curriculum improvement, and student enrichment. Special program components involve the participation of business and industry through "Video Field Trips", and parents through a "Family Science" activity. The involvement of the Connecticut Academy for Education in Mathematics, Science and Technolo gy as a member of the "Connecticut Collaborative" provides a direct link for integration of project activities into Connecticut's NSF-funded Statewide Systemic Initiative.

The Franklin Institute proposes to establish the Science Learning Network (SLN), a unique online collaborative of science museums, industry and schools to support the teaching and learning of science, mathematics and technology (SMT) in grades K-8. The SLN will integrate the educational resources offered by science/technology centers with the power of telecomputing networking to provide powerful new support for teacher development and science learning. By December 1997 the SLN will develop and evaluate the following: UniVERSE - an online SMT database and software package which will provide interactive capabilities to actively and intelligently assist K-8 classroom teachers in their Internet explorations, much like an electronic "librarian." Online Museum Collaborative - a national consortium of science museums (The Franklin Institute, the Exploratorium, Oregon Museum of Science and Industry, Museum of Science - Boston, and Science Museum of Minnesota) that will pool their resources and expertise to create online assets and provide ongoing professional development on telecomputing networking for precollege SMT teachers. Online Demonstration Schools - a network of K-8 schools, working in collaboration with consortium museums and Unisys Corporation volunteers as demonstration sites for online teaching and learning in SMT. Over the course of three years, the SLN will provide direct support to 180 teachers and 3,000 K-8 students in the online demonstration schools. Through existing teacher networks, each museum will offer professional development for an additional 200 teachers each year. The Urban Systemic Initiatives in Philadelphia and Miami offer the potential for broader, systemic impact in those cities. By the end of the grant period, the SLN will provide field- tested models of a new kind of online SMT community through the collaboration of science museums with industry and schools. The sustainable impact of the SLN will be assured by UniVERSE's status as a publicly accessible database and software package and the development of the national consortium of online museums, whose network resources will be made available on an ongoing basis to educators. The three-year formative development of the online demonstration schools will contribute vital data to precollegiate school reform in SMT, showing how schools build capacity to become members of the online community and demonstrating how teaching and learning are enhanced by online resources. Unisys Corporation has pledged its support to this project and will provide matching funds for up to 40% of the total NSF award.

The Education Development Center (EDC) is implementing the national expansion and institutionalization of the Playing to Win (PTW) Network. With the goal of working toward universal technology enfranchisement and prior support from the NSF Informal Science Education Program, the PTW Network currently links close to fifty agencies in a mutually supportive community of neighborhood technology learning centers serving people living in low-income areas who otherwise would have little or no access to computer-based technologies. The purposes of this phase of the project are: - to increase the number of affiliates nationally - to provide effective support for their technology programs and to do so in a planned and thoughtful manner which also is flexible and responsive to the flows, demands, and unforeseen opportunities fro community technology center development -- to move the affiliate membership toward independence and self-governance. Each year of the project, PTW will work in collaboration with the United Neighborhood Centers of America, the Alliance fro Community Media, NTIA-funded programs, FreeNets, and others in three to four target areas of the US to recruitment additional primary affiliates. The goal is to add 20 additional affiliates annually who will be supported by local coordinators and another 30 with subsidized telecommunications support. PTW plans to enrich programmatic content at the centers with special emphasis on math and science. The network will support an on-line math and science program consultant and continue to recruit and support affiliates with a math/science program emphasis. The Co-Principal Investigators for the project will be Myles Gordon, Director of EDC's Center for Learning, Teaching and Technology, and Antonia Stone, Founder of PTW and PI for the previous phases of the project.

The Franklin Institute Science Museum in Philadelphia, PA., acting as administrative coordinator for the Issues Laboratory Collaborative (ILC), requests NSF support for five science museums over a three year period to investigate the effectiveness of museum-based programs about controversial issues in science and technology; to develop, test, refine, and disseminate ten educational programs on science issues; and to establish a permanent Science Issues Network that will disseminate materials and methods to all U.S. science museums engaged in issues programs. This project has been formulated for re-submission to the National Science Foundation with guidance from a distinguished panel of scientists who will assist in program development. Approximately two million people will be directly served by ILC programs and exhibits during the three-year period.

SOUNDPRINT is requesting $901,273 over 16 months to produce a series of radio documentaries entitled Making Connections: SOUNDPRINT Explores Science and Technology, related educational outreach materials, multimedia non-broadcast applications, and an aggressive distribution plan. Sixteen half-hour original science documentaries, distributed through national Public radio will address three broad areas of science and technology. These include: the limitations and possibilities of scientific achievement; the requirements of sustainability (surviving); and the explanation science offers for human behavior. An additional 21 programs will be repackaged as special broadcasts to be distributed to over 200 public radio stations. Target audiences include middle school and secondary school students, and adults.

Wisconsin Public Broadcast will incorporate a science strand in "Get Real!," their television series for children 8-12 year olds in Wisconsin. The series presents positive images of children involved in, and succeeding at, a variety of areas. The Wisconsin-based stories are field-produced; and kids are involved on-screen and off as hosts, reporters, subjects of stories, as interns during production, and as sources of story ideas. The series is broadcast on both public and commercial stations in Wisconsin and receives multiple repeats. The science and technology strand: . connects science concepts to children's known experiences and activities and tells stories about kids involved in science-related activities; . models and reinforces positive attitudes towards, and involvement in science and technology and affirms the value of children's ideas, and the importance of asking why?; and . reinforces viewers' active connection to the science content by making suggestions for projects to get involved with, and by encouraging children to discuss and question their knowledge of science and the world around them. The series is an important element integrated into both informal and formal education throughout Wisconsin. It is supported by teacher materials and science video segments that are sent to every elementary school in Wisconsin. In season two, material also will be created for parents and children to use at home. A "Get Real!" kids club helps kids feel ownership of the series. Members receive a newsletter that includes suggested at-home science activities, book lists related to the series, features about the show, places for families to visit, and behind-the-scenes articles about kids in the series. Every elementary school library and public library in the state also received "Get Real!" materials including a poster and display items. James Steinback, the creator, original producer, and executive producer of "Newton's Apple," will be the co-PI with overall responsibility for the project. Kathy Bissen will be executive producer of "Get Real!" and David Wallach will be series producer. The series is produced in the three Wisconsin Public Television studios -- in Madison, Green Bay, and Menomonie -- and, therefore, can find and produce statewide stories.

The National Easter Seal Society is engaged in a project to introduce young people with disabilities and their families to science, to provide them with access to science, and to familiarize them with the wide range of career options which depend on science and technology. Easter Seal affiliates serve as project sites, and a sub-contract with the American Association for the Advancement of Science led to development of a family-centered activity-based science program. The three major project components are: Family Science events, including hands-on activities, visits by "role models," take home activities, and field trips; an Activity Manual containing twelve themes to be used as the basis of Family Science workshops; Staff Training for Easter Seal staff. Target audiences are elementary and middle school age youth with disabilities and their families.

National Public Radio will produce and distribute a weekly, one-hour program entitled, "Weekly Edition: Science, The Environment, and Technology," which consists of a compilation of the best science stories aired during the previous week on "Morning Edition," "All Things Considered," and "Weekly Edition." Each program will be varied, looking back at the week in science and reviewing main stories. The hour format also will enable the producers to go into greater depth than was done in the daily coverage. They will expand the news pieces with additional interviews and/or out-takes reporters were unable to use on the daily programs. As part of the NPR outreach program, the project will develop "Weekly Science" on "Kids Connection (Science Friday)" as part of the World Wide Web. Each week, that week's program as well as additional science information and bibliographies will be entered on the "Science Friday" homepage. The PI and executive producer for the series will be Anne Gudenkauf, Senior Editor at NPR. Richard Harris and Joe Palca will host the series. Harris has been an on-air host for NPR produced summaries of congressional action on health reform and both have substituted for Ira Flatow on NPR'S TALK OF THE NATION: SCIENCE FRIDAY. The program producer will be Jane Greenhalgh.

This is an after-school, informal science, engineering and technical advancement program for students in grades four through twelve. FSEA brings together students, volunteer mentors from business and industry, and teachers in activities centered around members working in teams designing, building, and testing FSEA hands-on projects making science, mathematics and technology "come alive." The goal for this project is to bring FSEA up to full implementation status and to expand the number of FSEA chapters to at least 300 and the number of students to at least 9,000. The anticipated outcome will be a national model implemented on a broad scale whereby small and large businesses participate with local schools in delivering technical education.

The Louisville Science Center will develop "The World We Create", a 13,000 sq. ft. exhibit which will transform their second floor to an active learning environment where visitors can explore the simplest element of the creative process to the most sophisticated networks available to our society. The activities will be organized into five core exhibit areas: New Way Tunnel, Think Tank, Inventor's Garage, Chemistry Kitchen, and Tech World and will reinforce educational reform activities in math, science, problem- solving, team cooperation, and decision making. In addition to the large number of interactives, there is a substantial technology/telecommunications component known as the Tech Forum. This will serve at the home site for the Kentucky TeleLinking Network (KTLN). The educational objectives of the exhibit were developed under the guidance of prominent formal educators in the state and they address both the education reform goals of the state and national science and math standards. The exhibit has also been developed with direct participation of a number of private sector partners. It is an impressive community effort. The exhibit is scheduled to open in March, 1997.

This project will examine the implications of the intersection of art, science, and technology as revealed by the events occurring around the celebration of the fiftieth anniversary of the first general electronic computer, ENIAC-50. The finished product will be radio programming and audio material that presents the coming together of scientists, artists, and other participants in Philadelphia. It will build on the previous research and explorations in both of these fields toward finding commonalties and ways in which each has influenced the other. The finished product will be broadcast for the general public and also can be made available to scientists and educators in the field as resource material for courses, seminars, and lectures as they explore the intersections of science and art and implications this has for research and education.
