The University of Montana will create “Transforming Spaces” to foster a more inclusive, culturally responsive space for Missoula’s urban Indian population and to better meet the community’s needs. The project will explore cross-cultural, collaborative approaches to STEM and Native Science. In collaboration with Montana’s tribal communities, the museum’s education team and advisory groups will design and implement hands-on activities that engage visitors with Native Science. The project will engage tribal role models and partner with tribal elders to create a library of videos for tribal partners, K–12 schools, and organizations. The project will offer teachers professional development designed to fulfill the statewide mandate of Indian Education for All. The exhibit will connect Native and non-Native museum visitors, close opportunity and achievement gaps, and ensure that all Missoula children feel a sense of belonging in museums, higher education, and STEM.

Identity development frameworks provide insight into why and to what extent individuals engage in STEM related activities. An individual's sense of themselves as a “STEM person” is largely formed through recognition feedback. Unfortunately, for many minoritized individuals who engage in STEM (science, technology, engineering, and mathematics) in formal and informal spaces, this recognition often adheres to long-standing exclusionary expectations of what STEM participation entails and institutionalized stereotypes of what it means to be a STEM person. This project will create the specification for a learner-controlled system to represent youth learning in Out-of-School-Time (OST) settings, to improve access to future Science, Technology, Engineering, and Mathematics (STEM) learning opportunities. For learners to pursue a STEM education, and STEM careers, they must be able to move through "gatekeeping" mechanisms that filter and sort students based on factors such as prior coursework and grades, teacher recommendations, and language proficiency assessments. Even though abundant evidence shows that such measures fail to capture all important aspects of STEM learning, they are traditionally relied upon in secondary and post-secondary STEM education contexts as indicators of preparation for future STEM learning. These systemic processes exclude certain minoritized groups, including Black, Indigenous, and other people of color (BIPOC), low income, immigrant and refugee youth, and youth learning English, from high-quality secondary and post-secondary STEM learning experiences because existing measures do not validate their prior knowledge and experiences. Yet, minoritized youth often engage in OST STEM learning opportunities, where their readiness for future learning opportunities is nurtured and valued. One challenge is to reliably document this readiness in a usable format so youth can access new STEM learning opportunities, especially in post-secondary contexts. This project builds strategically upon earlier work focusing on the democratization of STEM learning through vehicles such as digital micro-credentials or badges, and upon digital portfolios. Missing from these earlier efforts was integration of these platforms with an infrastructure that connected youth learners to OST STEM learning organizations and to future STEM learning opportunities. This Innovations in Development project brings together minoritized youth and their families, OST providers, and admissions officials from higher education institutions to explore the needed design features for OST "transcripts," and user stories that describe how software systems can support their creation and sharing. Grounded in the concept of mastery-based learning, where learning is demonstrated via action, learners will control what is included in the transcript so that they create their own narratives about their learning experiences. Recognizing that documentation is not the key focus of most STEM OST organizations, this project will provide direct support for identifying and codifying learning goals or outcomes that learners and their families find relevant and important within different STEM activities. This project is funded by the Advancing Informal STEM Learning (AISL) program which seeks to advance new approaches to, and evidence-based understanding of, the design and development of STEM learning in informal environments.

The project will take a Design-Based Implementation Research (DBIR) approach and proceed by convening representatives from three main stakeholder groups (youth and their families, OST providers, and admissions staff) to engage in a series of discovery and design activities. Project partners, including the Mastery Transcript Consortium (MA), STEAMville (IL), STUDIO (WA), and Wolverine Pathways (MI), will work together with the PIs to design templates learners can use to characterize STEM learning from each provider, aligned with different STEM learning foci (e.g., computer science, computational thinking, cross-cutting concepts, science and engineering practices, and mathematics). Data collected from these sessions will be used to address the following research questions: (1) How and why do youth and families from minoritized communities understand and choose to participate in STEM OST learning opportunities?, (2) How do youth understand and interact with STEM OST learning opportunities?, (3) How do OST providers characterize the STEM learning goals in the activities they provide?, and (4) How do college admissions personnel view the role of informal STEM learning as part of a holistic admissions process? This work has the potential to further the understanding of how OST learning can be documented and shared as a part of the larger ecosystem of STEM learning trajectories. By deeply engaging the perspectives and voices of minoritized youth and families, this project seeks to develop a valid and trustworthy instrument that recognizes and serves their STEM learning, thus broadening the participation of minoritized youth in STEM education and careers. This work will also benefit OST providers, by translating the documentation of youth STEM learning into forms that may help communicate the efficacy of their programs in ways that further their missions, including communicating evidence of effectiveness to both future participants and funders.

HBCUs are critical to producing a diverse and inclusive workforce as they graduate a disproportionate number of African American future STEM workers and STEM leaders. Although the National Science Foundation is fully committed to diversity and inclusion, there has been little research to determine why Historically Black Colleges and Universities are not fully participating in the NSF STEM educational research opportunities. The project will investigate the challenges, needs and support for Historically Black Colleges and Universities (HBCUs) to succeed in applying for educational research support from the National Science Foundation (NSF). Participants will be recruited from 96 HBCUs that are eligible to apply for such funding and will include the wide range of college and university administration and faculty that are involved in the preparation of research projects and related applications for research funding. The investigation will focus primarily on the Division of Research on Learning in Informal and Formal Settings (DRL) within NSF. The investigation will: 1) determine the submission rate and funding success rate of HBCUs within the DRL funding mechanisms; 2) determine why a greater proportion of HBCUs are not successful in their applications of research or do not apply; and 3) determine what factors, such as institutional support, research expertise, and professional development, could lead to a larger number of research proposals from HBCUs and greater success in obtaining funding. The project has the potential to have significant influence on the national educational and research agenda by providing empirical findings on the best approach to support and encourage HBCU participation in DRL educational research funding programs.

This exploratory research project will investigate what changes and/or supports would contribute to significantly increasing the number of applications and successful grant awards for STEM educational research project proposed by HBCUs. The project has the following research questions: (1) What factors discourage participation of HBCUs in the DRL funding mechanisms and what are the best practices to encourage participation? (2) What approaches have been successful for HBCUs to obtain DRL funding? (3) What dynamic capabilities are necessary for HBCU researchers to successfully submit STEM proposals to NSF? (4) What changes would be helpful to reduce or eliminate any barriers for HBCU applications for DRL educational research funding and what supports, such as professional development, would contribute to greater success in obtaining funding? Participants will be recruited from the 96 eligible HBCUs and will include both individuals from within the administration (e.g., Office Sponsored Programs, Deans, VP, etc.) as well as from within the faculty. The research will collect variety of quantitative and qualitative data designed to support a comprehensive analysis of factors addressing the research questions. The project will develop research findings and recommendations that are relevant to faculty, administrators, and policymakers for improving HBCU participation in research funding opportunities. Results of project research will be widely disseminated to HBCUs and other Minority Serving Institutions (MSIs) through a project website, peer reviewed journals, newsletters, and conference presentations.

Informal STEM education spaces like museums can intentionally serve surrounding communities and support sustainable and accessible engagement. Building from this base, the project takes a stance that the intersection of the museum, home/family life and the youth’s internal practices and disciplinary sense of self are rooted in history and culture. Thus, this CAREER work builds on the following principles: Black families and youth have rightful presence in STEM and in STEM learning environments; Black families are valuable learning partners; and Black youths need counterspaces to explore STEM as one mechanism for creating future disciplinary agency. In partnership with the Henry Ford Museum and the Detroit-Area Pre-College Engineering Program, the project seeks to (a) expand the field's understanding of how Black youth engineer and innovate; (b) investigate the influence of a culturally relevant curriculum on their engineering practices and identity, knowledge, and confidence; and (c) describe the ways Black families and museums support youth in engineering learning experiences. The work will center on the 20-hour “Innovate” curriculum which was designed by the museum to bridge design, innovation, and creation practices with the artifacts of innovators throughout time. The project comprises six weekend “Innovate” sessions and an at-home innovation experience plus participation in an annual Invention Convention. By focusing on these aims, this research responds to the goals of the Advancing Informal STEM Learning (AISL) program, which seeks to advance evidence-based understanding of the design and development of STEM learning opportunities for the public in informal environments. This includes providing multiple pathways for broadening engagement in STEM learning experiences and advancing innovative research on STEM learning in informal environments.

The main research questions of this multiphase CAREER award are: (1) What practices do Black youths and families engage in as they address engineering, design, and innovation challenges? (2) In what ways does a culturally relevant museum-based innovation program influence the design and innovation practices and assessment performance of Black youths and families as they engage in engineering, design, and innovation across learning settings? (3) How does teaching innovation, design, and engineering through historical re-telling and reconstruction influence a youth’s perception of their own identities, abilities, and practices? and (4) How do Black families engage with informal STEM learning settings and what resources best support their engineering, design, and innovation exploration? Youth in sixth grade are the focus of the research. The work is guided by ecological systems, sociocultural learning, culturally relevant pedagogy, and community cultural wealth theories. During phase one, the focus will be to refine the curriculum and logistics of the study implementation. The investigator will enhance the curriculum to include narratives of Black innovators and engineers. Fifteen families will be recruited to participate in the program enhancement pilot and initial research cycle for phase two. In phase three another cohort of families will be recruited to participate. Survey research, narrative inquiry and digital ethnography will comprise the approaches to explore the research questions. The evaluation has a two-pronged focus: to assess (1) how well the enhanced Innovate curriculum and museum/home learning experience supports Black families’ participation and (2) how well the separate phases of the study connect and operate together to meet the research aims. The study’s findings can help families and informal practitioners leverage evidence-based approaches to support Black youth in making connections between history and out-of-school contexts to model and develop their innovative engineering practices. Additionally, this work has implications for Black undergraduate students who will develop skills through their mentorship and researcher roles, studying cultural practices and learning experiences. The research study and findings can inform the design of future museum/home learning programs and research opportunities for Black learners in informal learning spaces.

The Apsáalooke (Crow Indian) Nation in Montana, as well as other Indigenous communities across the United States, disproportionally experience negative consequences from water-related environmental hazards, such as contaminated water. In this project, fifth- and sixth-grade Apsáalooke youth will act as change agents through investigating water issues in their communities and presenting findings to their communities. They will conduct this water-related research in the context of an informal summer program designed to integrate Indigenous and Western perspectives on science. For example, youth will learn the cultural significance of water sites while also practicing methods for collecting and analyzing data relative to those sites, guided by Apsáalooke elders and science professionals. During the summer program, Indigenous high school students and tribal college students will mentor the youth. To develop this program, the project team will conduct interviews with elders and Apsáalooke community members in scientific fields to determine the desired features of a program that integrates Indigenous and Western science. They will use the findings from these interviews to develop a multimedia toolkit, which includes a set of comprehensive materials that will enable other researchers and informal educators to implement similar programs. This toolkit will include information about water science and water quality, lesson plans and related resources for the summer program, professional development materials to prepare the high school youth to act as mentors, handouts for family members to facilitate at-home engagement with their children, and more. The project team will research how the implementation of the toolkit influences the participants' water-related knowledge and attitudes toward science. The toolkit, and the associated empirical findings, will be disseminated widely through local, regional, and national professional networks that serve American Indians.

Montana State University, in partnership with Little Big Horn College, will implement and research an informal summer program for Apsáalooke youth in the fifth and sixth grades, as well as a mentorship program for Indigenous high school students and tribal college students. The older students will participate in a four-week internship program in which they learn about conducting water research and facilitating science activities that foreground Apsáalooke perspectives and cultural practices. The high school and tribal college students will partner with Apsáalooke elders and science professionals to facilitate and implement a two-week summer program for the fifth- and sixth-grade youth. This program will use the toolkit materials that were previously developed in consultation with elders and other community stakeholders. Regression analyses of validated pre- and post-surveys, as well as inductive analyses of interviews with stakeholders, will be used to study how the mentoring program affects the high school and tribal college students' attitudes toward science and career interests, and how the summer program affects the fifth- and sixth-graders' water-related knowledge. The research team will also study how youth participation in the program affects their family and community members' water-related knowledge. This project will result in a multimedia toolkit, freely available to the public and widely disseminated through professional networks, which specifies how other informal educators and researchers can implement similar mentorship programs and summer programs for Indigenous youth. Ultimately, this project will broaden participation through resulting in empirically-tested materials that advance practice in informal education for Indigenous youth and their communities. This project is funded by the Advanced Informal STEM Learning (AISL) program. As part of its overall strategy to enhance learning in informal environments, the AISL program seeks to advance new approaches to, and evidence-based understanding of, the design and development of STEM (science, technology, engineering, and mathematics) learning in informal environments. This includes providing multiple pathways for broadening access to and engagement in STEM learning experiences, advancing innovative research on and assessment of STEM learning in informal environments, and developing understandings of deeper learning by participants.

The U.S. Fish and Wildlife Service estimates that over 41 million people connect to nature through birding. Learning about birds in their natural environments offers opportunities for informal engagement in STEM by a broad range of individuals and groups. Birders often engage in scientific data gathering and analyses, geolocation and remote sensing, and phenology. They also become aware of ecological changes in bird habitats and migratory patterns due to rising temperatures and climate-related events like sea level rise, droughts, fires, and extreme weather. As such, the birding community is an ideal network to better understand and communicate the impacts of climatological changes on bird populations to the public. With this Innovations in Development project, the National Audubon Society will develop a new avian-focused, conservation and climate science community science curriculum for its Nature Centers, and test the effectiveness of the curriculum in educating the public about avian-focused conservation and climatological changes through guided nature experiences. Birding can serve as a pivotal entrée for young people into STEM fields and careers. Through its programs and partnerships, Audubon will leverage its national network to ensure that through this project a more diverse group of voices, particularly young adults and young adults of color, become involved in asking critical questions and developing solutions to address important environmental issues of the future. If successful, the broader impacts of this project on capacity building and public engagement could be far-reaching and long-lasting.

Over the three-year project duration, Audubon will bring educators from its nationwide network of thirty-four Nature Centers (including urban, suburban, and rural sites), together with over 510 young adults (ages 18-25) from its network of college campus chapters. An evidence-based curriculum and community science activities will be created and tested, relying heavily on a team of experts in ornithology, climate science research, STEM curriculum design, diversity, and informal science education. College students will advise on the design of content and activities to effectively interest and engage young adults. These students will be recruited from the new Audubon Campus Chapters Program, which includes 111 college and university campuses, among them, 19 Historically Black Colleges and Universities (HBCUs) and other Minority Serving Institutions (MSIs). The target population will be surveyed to also understand their current and likely participation in guided nature experiences and knowledge base in climate science. Current best practices in guided nature experiences will be gathered from across the Audubon network. The implementation efforts will result in a national STEM model, with train-the-trainer guides and workshops for informal science educators and public engagement opportunities focused on improving the state and condition of avian habitats and communities through climate science research. An external evaluation will be conducted and will include data collection methods such as retrospective pre and post surveys, semi-structured interviews, focus groups, and an embedded assessment to determine impact. The findings will be used to iteratively refine the evidence-based curriculum and measure STEM learning outcomes for the guided nature experience participants. The evaluation will address four areas: (1) fidelity of program implementation to promote accountability; (2) formative evaluation to understand needs and interests of young adults (ages 18-25), and subsequently inform program design; (3) outcomes for Center educators, to inform iterative improvement; and (4) outcomes for program participants, to contribute to the growing knowledge base on effective practices for STEM learning in informal settings.

Diversity in the STEM workforce is essential for expanding the talent pool and bringing new ideas to bear in solving societal problems, yet entrenched gaps remain. In STEM higher education, students from certain racial and ethnic groups continue to be underrepresented in STEM majors and fields. Colleges and universities have responded by offering precollege STEM programs to high school students from predominantly underrepresented groups. These programs have been shown to positively affect students' analytical and critical thinking skills, STEM content knowledge and exposure, and self-efficacy through STEM-focused enrichment and research experiences. In fact, salient research suggests that out-of-school-time, precollege STEM experiences are key influencers in students' pursuit of STEM majors and careers, and underscore the value of precollege STEM programs in their ability to prepare students in STEM. This NSF INCLUDES Alliance: STEM PUSH - Pathways for Underrepresented Students to Higher Education Network - will form a national network of precollege STEM programs to actualize their value through the creation, spread and scale of an equitable, evidence-based pathway for university admissions - precollege STEM program accreditation. Building on several successful NSF INCLUDES Design and Development Launch Pilots, this Alliance will use a networked improvement community approach to transform college admissions by establishing an accreditation process for precollege STEM programs in which standards-based credentials serve as indicators of program quality that are recognized by colleges and universities as rigorous and worthy of favorable consideration during undergraduate admissions processes. Given the high enrollment of students from underrepresented groups in precollege STEM programs, the Alliance endeavors to broaden participation in STEM by maximizing college access and STEM outcomes in higher education and beyond.

The STEM PUSH Network is a national alliance of precollege STEM programs, STEM and culturally responsive pedagogy experts, formal and informal education practitioners, college admissions professionals, the accreditation sector, and other higher education representatives. The Alliance will establish a formidable collaborative improvement space using the networked improvement community model and a "next generation" accreditation model that will serve as a mechanism for communicating the power of precollege programs to admissions offices. Framing this work is the notion that the accreditation of precollege STEM programs is an equitable supplemental admissions criterion to the current, often cited as a culturally biased, standardized test score-based system. To achieve its shared vision and goals, the Alliance has four key objectives: (1) establish and support a national precollege STEM program networked community, (2) develop a standards-based precollege STEM program accreditation system to broaden participation in STEM, (3) test and validate the model within the networked improvement community, and (4) spread, scale, and sustain the model through its backbone organization, the STEM Learning Ecosystem Community of Practice. Each objective will be closely monitored and evaluated by an external evaluator. In addition, the data infrastructure developed through this Alliance will provide an unprecedented opportunity to advance scholarship in the fields of networked improvement community design and development, the efficacy of STEM precollege programs, and effective practices for broadening participation pathways from high school to higher education. By the end of five years, the STEM PUSH Network will transform ten urban ecosystems across the country into communities where students from underrepresented groups have increased college access and therefore, entree to STEM opportunities and majors in higher education. The model has the potential to be replicated by another 80 STEM ecosystems that will have access to Alliance materials and strategies through the backbone organization.

Research shows that algebra is a major barrier to student success, enthusiasm and participation in STEM for under-represented students, particularly African-American students in under-resourced high schools. Programs that develop ways to help students master algebra concepts and a belief that they can perform algebra may lead to more students entering engineering careers. This project will provide an online engineering program to support 9th and 10th grade Baltimore City Public Schools students, a predominantly low-income African-American cohort, to develop concrete goals of becoming engineers. The goals of the program are to help students with a growing interest in engineering to maintain that interest throughout high school. The project will also support students aspire to an engineering career. The project will develop in students an appreciation of requisite courses and skills, and increase self-efficacy in mathematics. The project will also develop a replicable model of informal education capable of reinforcing the mathematical foundations that students learn during the school day. Additionally, the project will broaden participation in engineering by being available to students during out-of-school time and by having relaxed entrance criteria compared to existing opportunities in supplemental engineering curricula. The project is a collaboration between the Baltimore City Public Schools, Johns Hopkins University Applied Physics Laboratory, Northrop Grumman Corporation, and Expanded School-Based Mental Health programs to support students both during and after participation. The project will benefit society by providing skills that will allow high school students to become members of tomorrow's highly trained STEM workforce.

The research will test whether an informal, scaffolded online algebra-for-engineering program increases students' mastery and self-efficacy in mathematics. The research will advance knowledge regarding informal education by applying Social Cognitive Career Theory as a framework for measuring program impact. The theoretical framework will aid in identifying mechanisms through which students with interest in engineering might persist in maintaining this interest through high school via algebra skill mastery and increased self-efficacy. The project will recruit 200 youth from the Baltimore City Public Schools to participate in the project over three years. Qualitative data will be collected to assess how student and school socioeconomic factors impact implementation, student engagement, and outcomes. The research will answer the following questions: 1) What effect does program participation have on math mastery? 2) What direct and indirect effects do program completion and supports have on students' mathematics self-efficacy? 3) What direct and indirect effects do program components have on engineering career goals by the end of the program? 4) What direct and indirect effects does math self-efficacy have on career goals? 5) To what extent are the effects of program participation on engineering career goals mediated by math self-efficacy and engineering interest? 6) How do school factors relate to the implementation of the program? 7) What socioeconomic-related factors relate to the regularity and continuation of student participation in the program? The quantitative methods of data analysis will employ descriptive and multivariate statistical methods. Qualitative data from interviews will be analyzed using an emergent approach and a coding scheme guided by theoretical constructs. Project results will be communicated to scholars and practitioners. The team will also share information through school newsletters and parent communication through Baltimore City Public Schools.

As part of its overall strategy to enhance learning in informal environments, the Advancing Informal STEM Learning (AISL) program seeks to advance new approaches to, and evidence-based understanding of, the design and development of STEM learning in informal environments. This includes providing multiple pathways for broadening access to and engagement in STEM learning experiences, advancing innovative research on and assessment of STEM learning in informal environments, and developing understandings of deeper learning by participants. This project would expand the informal STEM learning field's understanding of how to use digital science media to increase STEM educational experiences and opportunities for English language learners. Across the U.S. there are significant STEM opportunity and achievement gaps for English learners with varying levels of English proficiency. This is at a time when the U.S. is facing a shortage of STEM professionals in the workforce including the life and physical science fields. This project aims to close these gaps and improve English learners' STEM learning outcomes using digital media. Within community colleges, there are multiple site-based programs to provide content to help English learners to learn English and to improve their math and literacy skills. Involving the state community college networks is a critical strategy for gathering important feedback for the pedagogical approach as well as for recruiting English learner research participants. The team will initially study an existing YouTube chemistry series produced by Complexly then produce and test new videos in Spanish using culturally relevant instructional strategies. The target audience is 18-34-year-old English learners. Project partners are Complexly, a producer of digital STEM media and EDC, a research organization with experience in studying informal STEM learning.

The project has the potential to advance knowledge about the use of culturally relevant media to improve STEM opportunities and success for English language learners. Using a Design-Based Implementation Research framework the research questions include: 1) what are the effective production and instructional strategies for creating digital media to teach science to English learners whose native language is Spanish? 2) what science content knowledge do English learners gain when the project's approach is applied to a widely available set of YouTube videos? and 3) how might the findings from the research be applied to future efforts targeting English learners? The project has the potential to significantly broaden participation in science and engineering. Phase 1 of the research will be an exploration of how to apply strategic pedagogical approaches to digital media content development. Interviews will be conducted with educators in 3 focal states with high numbers of English language learners (NY, CA, TX) to reflect on pedagogical foundations for teaching science to English learners. A survey of 30 English learners will provide feedback on the perceived strengths and weaknesses of a selection of existing YouTube chemistry videos. Phase 2 will create/test prototypes of 6 adapted chemistry videos. Forty students (ages 18-34) will be recruited and participate in cognitive interviews with researchers after viewing these videos. Based on this input additional videos will be produced with revised instructional strategies for further testing. Additional rounds of production and testing will be conducted to develop an English learners mini chemistry series. Phase 3 will be a pilot study to gauge the science learning of 75 English learners who will view an 11-episode chemistry miniseries. It will also identify gaps in expected learning to determine whether any further adjustments are necessary to the instructional approach.
