We characterize the factors that determine who becomes an inventor in the United States, focusing on the role of inventive ability (“nature”) vs. environment (“nurture”). Using deidentified data on 1.2 million inventors from patent records linked to tax records, we first show that children’s chances of becoming inventors vary sharply with characteristics at birth, such as their race, gender, and parents’ socioeconomic class. The New Jersey Historical Commission (NJHC) initiated the Understanding Communities Study with the goal to better understand how New Jersey history and history organizations can be more inclusive for all. NJHC contracted RK&A for the first phase of the study to conduct focus groups with members of Hispanic and Latino communities in New Jersey. NJHC plans to expand the study to other communities in the future. The New Jersey Center for Hispanic Policy, Research and Development served as advisors in the project. This project supports the Broader Impacts and Outreach Network for Institutional Collaboration (BIONIC), a national Research Coordination Network of Broader Impacts to support professionals who assist researchers to design, implement, and evaluate the Broader Impacts activities for NSF proposals and awards. All NSF proposals are evaluated not only on the Intellectual Merit of the proposed research, but also on the Broader Impacts of the proposed work, such as societal relevance, educational outreach, and community engagement. Many institutions have begun employing Broader Impacts support professionals, but in most cases, these individuals have not worked as a group to identify and share best practices. As a consequence, there has been much duplication of effort. Through coordination, BIONIC is expected to improve efficiency, reduce redundancy, and have significant impact in several areas: 1) Researchers will benefit from an increased understanding of the Broader Impacts merit review criterion and increased access to collaborators who can help them design, implement, and evaluate their Broader Impacts activities; 2) Institutions and research centers will increase their capacity to support Broader Impacts via mentoring for Broader Impacts professionals and consulting on how to build Broader Impacts support infrastructure, with attention to inclusion of non-research-intensive universities, Historically Black Colleges and Universities, and Hispanic- and Minority-Serving Institutions that may not have the resources to support an institutional Broader Impacts office; and 3) NSF, itself, will benefit from a systematic and consistent approach to Broader Impacts that will lead to better fulfillment of the Broader Impacts criterion by researchers, better evaluation of Broader Impacts activities by reviewers and program officers, and a system for evaluating the effectiveness of Broader Impacts activities in the aggregate, as mandated by Congress and the National Science Board. Through its many planned activities, BIONIC will ultimately help advance the societal aims that the Broader Impacts merit review criterion was meant to achieve.

The main goals of the project will be accomplished through the four specific objectives: 1) Identify and curate promising models, practices, and evaluation methods for the Broader Impacts community; 2) Expand engagement in, and support the development of, high-quality Broader Impacts activities by educating current and future faculty and researchers on effective practices; 3) Develop the human resources necessary for sustained growth and increased diversity of the Broader Impacts community; and 4) Promote cross-institutional collaboration and dissemination for Broader Impacts programs, practices, models, materials, and resources. BIONIC will facilitate collaborative Broader Impacts work across institutions, help leverage previously developed resources, support professional development, and train new colleagues to enter into the Broader Impacts field. This project will improve the quality and sustainability of Broader Impacts investments, as researchers continue to create unique and effective activities that are curated and broadly disseminated. BIONIC will create a network designed to assist NSF-funded researchers at their institutions in achieving the goals of the Broader Impacts Review Criterion. In so doing, BIONIC will promote Broader Impacts activities locally, nationally, and internationally and help to advance the Broader Impacts field.

As part of its overall strategy to enhance learning in informal environments, the Advancing Informal STEM Learning (AISL) program funds innovative research, approaches and resources for use in a variety of settings. Informal STEM educational activities have proliferated widely in the US over the last 20 years. Additional research will further validate the long-term benefits of this mode of learning. Thus, elaborating the multitude of variables in informal learning and how those variables can be used for individual learning is yet to be defined for the circumstances of the learners. Thus, the primary objective of this work is to produce robust and detailed evidence to help shape both practice and policy for informal STEM learning in a broad array of common circumstances such as rural, urban, varying economic situations, and unique characteristics and cultures of citizen groups. Rather than pursuing a universal model of informal learning, the principal investigator will develop a series of comprehensive models that will support learning in informal environments for various demographic groups. The research will undertake a longitudinal mixed-methods approach of Out of School Time/informal STEM experiences over a five-year time span of data collection for youth ages 9-19 in urban, suburban, town, and rural communities. The evidence base will include data on youth experiences of informal STEM, factors that exert an influence on participation in informal STEM, the impact of participation on choices about educational pathways and careers, and preferences for particular types of learning activities. The quantitative data will include youth surveys, program details (e.g. duration of program, length of each program session, youth/facilitator ratio, etc.), and demographics. The qualitative data will include on-site informal interviews with youth and facilitators, and program documentation. This award reflects NSF's statutory mission and has been deemed worthy of support through evaluation using the Foundation's intellectual merit and broader impacts review criteria.

In June of 2017, the Exploratorium hosted the GENIAL Summit which brought together approximately 91 practitioners, community leaders, diversity-focused organization staff, researchers, and media/marketing specialists from across the country and Puerto Rico for a one and a half day gathering. The goal of FLIP (Diversifying Future Leadership in the Professoriate), an NSF INCLUDES Design and Development Launch Pilot, is to address the broadening participation challenge of increasing the diversity of the future leadership in the professoriate in computing at research universities as a way to achieve diversity across the field. According to the 2016 CRA Taulbee Survey, only 4.3% of the tenure-track faculty at PhD-granting universities are from underrepresented minorities. This challenge is important to address because diverse faculty contributes to academia in the following critical ways: serve as excellent role models for a diverse study body, bring diverse backgrounds to the student programs and policies developed by the department, and bring diverse perspectives to the research projects and programs. Further, the focus is on research universities, because in practice, key national leadership roles, such as serving on national committees that impact thefield of computing, often come from research universities.

The shared purpose and broad vision of the FLIP launch pilot is to increase faculty diversity in computing at research universities by increasing the diversity of PhD graduates from the top producers of computing faculty. The focus is on four underrepresented groups in computing: African Americans; Hispanics; Native Americans and indigenous peoples; and Persons with Disabilities. The long-term goal is to pursue this vision through strategic partnerships with those institutions that are the top producers of computing faculty and organizations that focus on diverse students in STEM, as well as partnerships that collectively adopt proven strategies for recruiting, graduating, and preparing a diverse set of doctoral students for academic careers. The purpose of the pilot is to establish a unified approach across the different partners that will build upon proven strategies to develop novel practices for increasing the diversity of the PhD graduates from key institutions, thereby increasing the faculty diversity in computing at research universities. For the pilot, FLIP will focus on recruitment and admissions and professional development for current PhD students.

Improving retention rates in postsecondary engineering degree programs is the single most effective approach for addressing the national shortage of skilled engineers. Both mathematics course placement and performance are strong graduation predictors in engineering, even after controlling for demographic characteristics. Underrepresented students (e.g., rural students, low-income students, first-generation students, and students of color) are disproportionately represented in cohorts that enter engineering programs not yet calculus-ready. Frequently, the time and cost of obtaining an engineering degree is increased, and the likelihood of obtaining the degree is also reduced. This educational problem is particularly acute for African American students who attended select high schools in South Carolina, with extremely high-poverty rates. As a result, the investigators proposed an NSF INCLUDES Launch Pilot project to develop a statewide consortium in South Carolina - comprising all of the public four-year institutions with ABET-approved engineering degree programs, all of the technical colleges, and 118 high schools with 70% or higher poverty rates, to pinpoint and address the barriers that prevent these students from being calculus ready in engineering.

This NSF INCLUDES Launch Pilot project will map completion/attrition pathways of students by collecting robust cross-sectional data to identify and understand the complex linkages between and behind critical decisions. Such data have not been available to this extent, especially focused on diverse populations. Further, by developing structural equation models (SEMs), the investigators will be able to build on extant research, contributing directly to understanding the relative impact of a range of latent variables on the development of engineering identity, particularly among African American, rural, low-income, and first-generation engineering students. Results of the pilot interventions are likely to contribute to the empirical and theoretical literature that focus on engineering persistence among underrepresented populations. Project plans also include developing a centralized database compatible to the Multiple Institution Database for Investigation of Engineering Longitudinal Development (MIDFIELD) project to share institutional data with K-12 and postsecondary administrators, engineering educators, and education researchers with NSF INCLUDES projects and beyond.

This NSF INCUDES Design and Development Launch Pilot will increase the recruitment, retention, and matriculation of racial and ethnic minorities in STEM Ph.D. programs contributing to hazards and disaster research. Increasing STEM focused minorities on hazards mitigation, and disaster research areas will benefit society and contribute to the achievements of specific, desired societal outcomes following disasters. The Minority SURGE Capacity in Disasters (SURGE) launch pilot will provide the empirical research to identify substantial ways to increase the underrepresentation of minorities in STEM disciplines interested in hazards mitigation and disaster research. Increasing the involvement of qualified minorities will help solve the broader vulnerability concerns in these communities and help advance the body of knowledge through the diversity of thought and creative problem solving in scholarship and practice. Utilizing workshops and a multifaceted mentorship program SURGE creates a new model that addresses the diversity concerns in both STEM and disaster fields, and make American communities more resilient following natural disasters. This project will be of interest to policymakers, educators and the general public.

The Minority SURGE Capacity in Disasters (SURGE) NSF INCLUDES Design and Development Launch Pilot will enhance the social capital of racial and ethnic minority communities by increasing their networks, connections, and access to disaster management decision-making among members of their community from STEM fields. The four-fold goals of SURGE are to: (1) increase the number of minority graduate researchers in STEM fields with a disaster focus; (2) develop and guide well-trained, qualified disaster scholars from STEM fields; (3) provide academic and professional mentorship for next generation minority STEM scholars in hazards mitigation and disaster research; and (4) develop professional and research opportunities that involve outreach and problem solving for vulnerable communities in the U.S. The SURGE project is organized as a lead-organization network through the University of Nebraska at Omaha and includes community partners. As a pilot project, SURGE participation is limited to graduate students from research-intensive universities across the country. Each student will attend workshops and training programs developed by the project leads. SURGE investigators will conduct project evaluation and assessment of their workshops, training, and mentorship projects. Results from evaluations and assessments will be presented at STEM and disaster-related conferences and published in peer-reviewed academic journals.

In this NSF INCLUDES Design and Development Launch Pilot the institutions of "Building on Strengths" propose to build and pilot the infrastructure, induction process, and early implementation of the Mathematician Affiliates of Color network. This network will consist of mathematicians of color from across academia and industry who want to invest time in, share their expertise with, and learn from students of color and their teachers. Building on Strengths will draw on basic needs cognitive theory to support these interactions and will focus narrowly on short and moderate term collaborations (from one month to a semester) between visiting mathematicians, students, and collaborating teachers that will involve three specific types of interactions: doing mathematics together as a habits-of-mind practice, talking about the discipline of mathematics and the experiences of mathematicians of color in that discipline, and relationship-building activities. The foundational infrastructure developed in the project will include systems for recruitment, selection and induction, a process for pairing affiliate mathematicians with classrooms, and support structures for the collaborations. To support the goals of the network a prototype virtual space will be developed in which real-time artifacts can be collected and shared from the classroom interactions. While Building on Strengths will pilot this program in the secondary context, once a viable model is established, scaling to K-16, as well as to other STEM fields, will be possible.

The research study in the project uses an exploratory sequential mixed-methods design and will be conducted in two phases. In the first, quantitative, phase of the study the following questions will be addressed: (1) Is the teacher-mathematician collaboration associated with a change for students in perception of basic human needs being met, mathematical or racial identities, or beliefs about mathematics or who can do mathematics? (2) Is the teacher-mathematician collaboration associated with a change for adults in perceptions of the role of basic needs or in adults' identities or beliefs about mathematics or who can do mathematics? In the second, qualitative, phase of the study, two types of interactions will be selected for in-depth qualitative study, identifying cases where groups of students experienced changes in their needs, identity, and beliefs. In this qualitative case-centered phase, the following questions will be explored: (1) What is the nature of the mentor-student interaction? (2) What aspects of the intervention do students feel are most relevant to them? (3) How did the implementation of the intervention differ from the anticipated intervention? The results of the study will help improve the infrastructure for, and better support the interactions between, mathematicians of color, students of color and their mathematics teachers; the outcomes will also shed light on how students experience their interactions.

The Sustainability Teams Empower and Amplify Membership in STEM (S-TEAMS), an NSF INCLUDES Design and Development Launch Pilot project, will tackle the problem of persistent underrepresentation by low-income, minority, and women students in STEM disciplines and careers through transdisciplinary teamwork. As science is increasingly done in teams, collaborations bring diversity to research. Diverse interactions can support critical thinking, problem-solving, and is a priority among STEM disciplines. By exploring a set of individual contributors that can be effect change through collective impact, this project will explore alternative approaches to broadly enhance diversity in STEM, such as sense of community and perceived program benefit. The S-TEAMS project relies on the use of sustainability as the organizing frame for the deployment of learning communities (teams) that engage deeply with active learning. Studies on the issue of underrepresentation often cite a feeling of isolation and lack of academically supportive networks with other students like themselves as major reasons for a disinclination to pursue education and careers in STEM, even as the numbers of underrepresented groups are increasing in colleges and universities across the country. The growth of sustainability science provides an excellent opportunity to include students from underrepresented groups in supportive teams working together on problems that require expertise in multiple disciplines. Participating students will develop professional skills and strengthen STEM- and sustainability-specific skills through real-world experience in problem solving and team science. Ultimately this project is expected to help increase the number of qualified professionals in the field of sustainability and the number of minorities in the STEM professions.

While there is certainly a clear need to improve engagement and retention of underrepresented groups across the entire spectrum of STEM education - from K-12 through graduate education, and on through career choices - the explicit focus here is on the undergraduate piece of this critical issue. This approach to teamwork makes STEM socialization integral to the active learning process. Five-member transdisciplinary teams, from disciplines such as biology, chemistry, computer and information sciences, geography, geology, mathematics, physics, and sustainability science, will work together for ten weeks in summer 2018 on real-world projects with corporations, government organizations, and nongovernment organizations. Sustainability teams with low participation by underrepresented groups will be compared to those with high representation to gather insights regarding individual and collective engagement, productivity, and ongoing interest in STEM. Such insights will be used to scale up the effort through partnership with New Jersey Higher Education Partnership for Sustainability (NJHEPS).
