For the United States to maintain its leading role on the world economic stage, it is essential to strengthen the American workforce in science, technology, engineering, and mathematics (STEM). Our current prosperity and our future success hinge on recruiting, training, and employing the creative and industrious STEM professionals who drive the innovation economy. Strengthening the American STEM workforce depends, in part, on broadening participation to students from demographics that have traditionally been underrepresented in STEM. This NSF INCLUDES Launch Pilot project will foster recruitment, training, and employment for indigenous STEM students, where the term "indigenous" comprises the terms Native American, American Indian, Alaskan Native, and Hawaiian Native. Specifically, this project will support the design and development of a first-of-its-kind network focused on environmental stewardship of indigenous lands. The network will comprise both tribal and government partners and will be organized by three faculty at the University of Colorado-Denver. Student recruitment, training, and employment will be organized around the unifying principle of land stewardship. The focus on land stewardship has been selected not only because it demands the expertise of STEM professionals, but also because land stewardship is among the top motivations for indigenous students considering STEM careers. Accordingly, this work is important on several fronts: It addresses the recognized need for STEM professionals; it broadens participation to students from underrepresented groups; and it provides a test bed for collective action by a first-of-its-kind network of tribal, government, and university partners.

The proposed network will work together to design, deploy, and debug a unique educational program giving students an opportunity to train for employment as tribal liaisons in the environmental field. In particular, this program will address the need for culturally-sensitive, scientifically-trained individuals who can serve as tribal liaisons between tribal and non-tribal organizations, which will allow them to prevent, minimize, or manage environmental incidents through their understanding of STEM principles and organizational dynamics. All students in this educational program will earn a regular four-year STEM degree, but a key feature of the program is that they will also participate in training and internships designed to provide background with nontechnical matters such as cultural awareness, environmental regulations, and organizational dynamics. Additionally, this educational program is designed to support recruitment of indigenous students by (1) providing a clear vision of a high-impact, culturally-relevant professional career and by (2) providing a cultural connection with obtaining a college degree. Taken together, the network aims to increase enrollment, retention, graduation, and alumni activity by indigenous students. Best practices and strategies for collective impact will be used to document achievement of the network in increasing the enrollment, retention, graduation, and alumni activity of indigenous students in higher education and in STEM careers. Continuous feedback will be collected to assess partner engagement and durability, and student satisfaction, performance, and progress. The network is expected to be sustainable because it addresses a demonstrated need; it is expected to be scalable because scientifically aware, culturally-sensitive individuals who can serve as tribal liaisons are needed not only regionally, but nationally.

From October 2015 to July 2016, Smart Start Evaluation & Research conducted a formative evaluation of a full-length film festival cut of the film The Anthropologist in order to provide feedback that improves decision-making capacity for the film’s final edit, production design, and distribution strategies in line with the project’s goals (see p. 5). SmartStart conducted focus group interviews with participants to 1) measure their initial impressions of the film and its content, and 2) provide feedback on content, edits, target audience, website, and ideas for distribution. The Anthropologist examines climate change like no other film before. The fate of the planet is considered from the perspective of American teenager Katie Crate. Over the course of five years, she travels alongside her mother Susie, an anthropologist studying the impact of climate change on indigenous communities. Their journey parallels that of renowned anthropologist Margaret Mead, who for decades sought to understand how global change affects remote cultures. The purpose of this three-year collaborative design research project is to examine the role of culture in the development of knowledge and reasoning about the natural world and the subsequent sense-making of and participation in natural resource management. The PIs propose to examine the ways in which culture impacts observational habits, explanation constructing, uses and forms of evidence, and orientations towards socio-scientific challenges such as natural resource management. Collaborating on this project are researchers from the American Indian Center of Chicago, Northwestern University, and the Menominee Indian Tribe of Wisconsin. The audience for this study includes the academic informal science education community and indigenous science educators. This project also offers extensive cross-cultural, cross-disciplinary research opportunities for pre- and post-doctoral research trainees. The project will employ a mixed methods approach and proposes evaluation through an advisory board and community input. A community assessment team is proposed to review activities, obtain feedback from the larger community, and identify challenges to the effective implementation of the program. The project is comprised of two main panels of studies: the first consisting of a series of investigations of learning in everyday activities and the second consisting of two community design experiments that engage two Native American communities and two non-Native communities, one rural and one urban for both communities, in a culturally based citizen science (CBCS) project focused on ecosystem disruption (e.g. invasive species; climate change) and natural resource management. The CBCS project will engage participants in question formation, data collection, data analysis, forming policy recommendations, and citizen action around the findings. This project will develop a citizen science model that effectively engages diverse communities towards productive science learning, helpful scientific data collection, and citizen engagement in community planning and local policy decisions. The researchers believe that fundamental advances in STEM teaching and learning are needed across the broad landscape of learning environments and that the success of such advances may pivot on innovations and discoveries made in informal environments. Insights obtained from prior research on learning in indigenous cultures, especially in biological and environmental sciences, combined with the anticipated results from this study could lead to a deeper understanding of cross-cultural similarities and differences in science learning.

The Change (working title) is a film project with supporting website and resource materials to document how climate change is impacting indigenous peoples in the most climate sensitive regions, and how anthropologists, environmental scientists, engineers, and others are working with these communities to help mitigate the effects. The documentary features Dr. Susie Crate, an NSF-funded anthropologist, and her bi-national teenage daughter Katie, whose father is from Siberia. The Viliui Sahka in Siberia, Alaska Natives in Nome, and South Pacific Islanders on Tuvalu are the communities portrayed in the film. The Change is a Full-Scale Development project produced by Ironbound Films. Outreach partners include the Center for Climate Change Communication (4C) at George Mason University, the Global Climate Adaptation Partnership (GCAP), the Society for Applied Anthropology (SfAA), the International Indian Treaty Council (IITC), and the Institute for Tribal Environmental Professionals (ITEP). Ironbound Films has designed this project to build upon its successful prior documentary work, The Linguists. Deliverables include a documentary for limited theatrical release and television and Internet broadcast along with an interactive website, curriculum guide, a shorter classroom version of the film, and a robust outreach strategy in collaboration with project partners. One of the components of the outreach in conjunction with SfAA will be to create the first social networking site around climate change adaptation. Another in conjunction with GCAP is to create a series of four virtual climate change tours for Google Maps and Earth applications. SmartStart Educational Consulting Services will conduct front-end, formative, and summative evaluations. The real-life characters and communities featured in the film will illustrate how climate change is affecting people today in various parts of the world. The project gives voice to anthropologists who have been working to understand climate change as a cultural phenomenon, a perspective rarely showcased in the media. Anthropologists have expressed the need for an effective means to share this work and its results with the public. The story is based on contemporary climate science and anthropology, but features the personal perspective of the bi-national teenage daughter, and is intended to appeal to an audience not typically drawn to a climate change documentary, especially the young or underserved. An aggressive, targeted marketing and outreach campaign reflects the film's innovative approach.
