Our Instrumented Earth: Understanding Global Systems and Local Impacts through the El Nino Story centers on a new production displayed on Science on a Sphere® (SOS), and informal educational program elements to engage learners in the power and purpose of NASA data-gathering tools. Audiences include over two million visitors to partner institutions, serving both urban and rural constituencies that rank among the most diverse in the nation. The Aquarium has partnered with the Oregon Museum of Science and Industry (OMSI) and NASA Goddard Space Center to implement elements of the program, as well as NASA scientists and experts to develop content. There are two main project goals for Our Instrumented Earth: to create a NASA-informed public by creating an SOS production which highlights space technologies and other instruments monitoring Earth; and to enhance the STEM capacity of underserved teachers, parents, and students through teacher professional development and outreach events. Major project deliverables for Our Instrumented Earth include: a brand new SOS film production, an adapted program for the Magic Planet spherical display platform to serve rural communities, professional development workshop for formal teachers, and NASA Night outreach events at the Aquarium.

Journey into Space (JIS) is designed to improve student, educator, and general public understanding of earth/space science and its relationship to NASA goals and objectives through the use of a traveling GeoDome (inflatable planetarium) and engaging supporting programming at The Journey Museum. The Museum collaborates with area colleges, school districts, K-12 educators, youth serving organizations, astronomical affiliations, and others. The overall goal of JIS is to improve student, educator, and general public understanding of STEM and its relationship to NASA goals and objectives. JIS objectives are: 1) To increase student and public interest and awareness in STEM areas; 2) To increase student interest in pursuing STEM careers; 3) To improve teacher knowledge of NASA related science; 4) To increase teacher comfort level and confidence in teaching NASA related science in their classrooms; 5) To increase collaboration between informal and formal science educators; 6) To increase student and public understanding of Plains Indians ethno astronomy; and 7) To increase museum visitors’ interest and understanding of NASA related science. The Museum produced 2 films (“Cradle of Life”, “Looney Moons”) that are offered daily, 4 recurring monthly programs (Final Frontier Friday, Amazing Science, SciGirls that became Science Explorer’s Club, and Black Hills Astronomical Society meetings), summer robotics classes and teachers’ workshops, annual Earth Science Day, in addition to the GeoDome programming that has toured the region including presentations in the three poorest counties in the United States. The ethno-astronomy is underway in partnership with Oglala Lakota College and South Dakota Space Grant Consortium.

This full-scale development project will address the need for creative models to support STEM learning in underserved rural communities that lack traditional infrastructure such as science centers. The project will create and study an innovative model of capacity-building: viz., small networks of community-embedded “STEM Guides” will be trained to identify a range of existing STEM resources available in their local regions, and to connect STEM-interested youth with them in creative and personal ways. Anticipated learning outcomes for youth and families include greater awareness of and interest in STEM experiences and pathways. At the regional level, the project will build capacity through increasing the STEM Guides’ knowledge of local STEM opportunities, and by enhancing connections among STEM-related resources, programs, and industries. The project will implement and study STEM Guide networks in a staggered series of five low-income, rural regions, providing startup resources and professional development. The project will increase the frequency and depth of out-of-school STEM experiences for approximately 3,000 youth aged 10-18 at a relatively low cost, creating a national model for STEM capacity-building in rural settings. It is led by the Maine Mathematics and Science Alliance, with 4-H, Cornerstones of Science (library-based STEM) and Maine’s university system as collaborators. EDC is the primary external evaluator.

This Pathways Project connects rural, underserved youth and families in Eastern Washington and Northern Idaho to STEM concepts important in sustainable building design. The project is a collaboration of the Palouse Discovery Science Center (Pullman, WA), Washington State University and University of Idaho, working in partnership with rural community organizations and businesses. The deliverables include: 1) interactive exhibit prototype activities, 2) a team cooperative learning problem-solving challenge, and (3) take-home materials to encourage participants to use what they have learned to investigate ways to make their homes more energy-efficient and sustainable. The project introduces youth and families to the traditionally difficult physics concept of thermal energy, particularly as it relates to sustainable building design. Participants explore how building materials and their properties can be used to control all three types of heat transfer: conduction, convection, and radiation. The interactive exhibit prototypes are coupled with an Energy Efficient Engineering Challenge in which participants, working in cooperative learning teams, use information learned from the exhibit prototype activities to retrofit a model house, improving its energy efficiency. The project components are piloted at the Palouse Discovery Science Center, and then travel to three underserved rural/tribal communities in Northern Idaho and Eastern Washington. Front-end and formative evaluation studies will demonstrate whether this model advances participant understanding of and interest in STEM topics and careers. The project will yield information about ways that other ISE practitioners can effectively incorporate cooperative learning strategies in informal settings to improve the transferability of knowledge gained from exhibits to real-world problem-solving challenges, especially for rural and underserved audiences. This project will also provide the ISE field with: 1) a model for increasing the capacity of small, rural science centers to form collaborative regional networks that draw on previously unused resources in their communities and provide more effective outreach to the underrepresented populations they serve, and 2) a model for coupling cooperative learning with outreach exhibits, providing richer experiences of active engagement.

This white paper is the product of the CAISE Formal-Informal Partnerships Inquiry Group, which began work during a July 2008 ISE Summit organized by CAISE. Their examination of what the authors call "the hybrid nature of formal-informal collaborations" draws on relevant theoretical perspectives and a series of case studies to highlight ways in which the affordances of formal and informal settings can be combined and leveraged to create rich, compelling, authentic, and engaging science that can be systematically developed over time and settings.

Maine is a rural state with unequal access to computers and information technology. To remedy this, the Maine laptop program supplies iBooks to every seventh and eighth grade student in the state. The goal of EcoScienceWorks is to build on this program and develop, test and disseminate a middle school curriculum featuring computer modeling, simple programming and analysis of GIS data coupled with hands-on field experiences in ecology. The project will develop software, EcoBeaker: Maine Explorer, to stimulate student exploration of information technology by introducing teachers and students to simple computer modeling, applications of simulations in teaching and in science, and GIS data manipulation. This is a three-year, comprehensive project for 25 seventh and eighth grade teachers and their students. Teachers will receive 120 contact hours per year through workshops, summer sessions and classroom visits from environmental scientists. The teachers' classes will field test the EcoScienceWorks curriculum each year. The field tested project will be distributed throughout the Maine laptop program impacting 150 science teachers and 17,000 middle school students. EcoScienceWorks will provide middle school students with an understanding of how IT skills and tools can be used to identify, investigate and model possible solutions to scientific problems. EcoScienceWorks aligns with state and national science learning standards and integrates into the existing middle school ecology curriculum. An outcome of this project will be the spread of a field tested IT curriculum and EcoBeaker: Maine Explorer throughout Maine, with adapted curriculum and software available nationally.

The Fort Worth Museum of Science and History will partner with The Exploratorium and with three smaller science museums that have strong connections to rural and Spanish-speaking populations in Texas: Discovery Science Place, Loredo Children's Museum, and Science Spectrum to develop TexNET, a four-year project modeled on the Exploratorium Network for Exhibit-based Teaching (ExNET). TexNET builds on lessons learned from past exhibit outreach models and addresses the needs of small, rural partners for exhibits and capacity-building workshops. Each small museum partner will host a set of ten exhibits for one year. Exhibit topics are 1) motion, 2) weather and 3) sound. Workshops focus on inquiry learning techniques, science content, programming and workshop design, as well as the institutional needs of each partner. Based on feedback from formative evaluation, the project added three additional partners in its final year, the Children's Museum of Houston, the Austin Children's Museum, and the Don Herrington Discovery Center, and focused its remaining year on building institutional capacity around tinkering. Inverness Research Associates will conduct the project evaluation. They will examine the success of this project by looking at the effectiveness of the TexNET model, the success of the individual exhibit elements to engage rural communities, the effectiveness with which this project has enhanced the abilities of local rural communities to sustain their own educational improvements and the effectiveness of the training components in increasing the capabilities of the local museums to serve their rural audiences.

The purpose of this integrated cross media project is to build public knowledge and curiosity about energy science and policy, to encourage audience confidence in its abilities to understand energy related science, and to stimulate exchange between community-based experts. The deliverables include five hour-long radio programs focusing on the interconnected nature of waterways, climate systems, and energy sources; a digital journalism and social network site focusing on energy topics; partner-driven outreach with universities and local public radio stations; and a training workshop for ethnic media partners. The project targets public radio listeners, ethnic media readers, local urban and rural communities, and Internet users. Partner organizations include New American Media, a consortium of ethnic media producers, the University of Texas at Austin (which will provide content expertise as well as outreach assistance), local public radio stations, and scientific organizations. Intended impacts on the general audience include building their knowledge and interest in energy science and policy, and influencing their confidence in understanding energy science, technology and engineering, as well as empowering them to voice their opinions in energy policy discussions and to make changes in their lives that will support a sustainable energy future. It is estimated that five million people will access the radio programs and web content over the sustained life of the project. Professional audience impacts include building science journalism capacity and reciprocal relationships between general and ethnic news media, as well as stimulating exchange between subject experts (e.g., water engineers and geoscientists) and community experts (e.g., community organizers and backyard gardeners) who can inform energy reporting and open new areas of discussion in the energy debate. The evaluation plan uses both quantitative and qualitative data collection and quasi-experimental designs to examine the impact of this project on both public and professional audiences.

The National Science Outreach Network will provide school children, teachers, and the general public with highly accessible interactive exhibits dealing with popular topics in science and technology. The network, initiated as a partnership between regional science centers and public libraries, will be modeled after the highly successful statewide Oregon Library Exhibits Network established in 1987. Through this smaller network, the Oregon Museum of Science and Industry, a nationally recognized pioneer in science exhibitry and outreach programming, circulates small hands-on exhibits to rural population centers through installations in public libraries, where school groups and families have free and convenient access. This national dissemination project will be initiated in five regional sites across the country (Colorado, Minnesota, New York, Tennessee, and Oregon) to further establish the model in rural, inner-urban, economically disadvantaged, and culturally diverse regions. With support from both the NSF and the regional networks, The National Science Outreach Network will design and duplicate six exhibits for circulation to dozens of local communities in each designated region. Over the next seven years, over six million individuals, many of whom do not currently frequent a local science center, will be introduced to popular science in a non-threatening, resource- rich setting. This will encourage further exploration and possible future visits to an accessible science center, and ultimately establish an ever-expanding network of museum and non-museum partners providing science and technology learning opportunities to millions of individuals each year.

Coastal Communities for Science: A Bering Sea Partnership is a 3-year program of collaboration among the WWF-US, four Alaska native rural communities and regional scientists investigating the ecology of the Bering Strait. Its primary purpose is to advance youth interaction with science and it proposes to achieve this by engaging young people from high school and beyond to conduct research with scientists. The project which involves training community youth on science and research methods, capacity building of informal educators in these rural communities to lead and encourage field-based programs, inclusion of community elders in the overall learning and communication of science concepts and the creation of a model of collaboration. The science content, an amalgam of community interest and researcher interest, is grounded in local environmental and economic issues. With WWF's support and electronic technology, this has the potential of being a model project that is broadly disseminated at local, regional and national levels.

The Developmental Studies Center (DSC) will implement "Home, School and Community: AfterSchool Math for Grades 3-5," a program that targets at-risk and low income children in afterschool programs. AfterSchool Math trains youth workers to help students in grades 3-5 better understand measurement and geometry concepts, building on the success of the NSF-funded Home, School and Community mathematics program for grades K-2 (ESI #97-05421). The project develops, field-tests and evaluates thirty math games and ten story guides, which support the social and mathematical development of children, while emphasizing cooperative learning. The content for all materials will be aligned with national standards in mathematics. A 12-hour professional development workshop for youth workers and an 18-hour workshop for facilitators or youth worker leaders are also planned. Two training videos and a facilitator manual will be produced to support this aspect of the project. Field testing will occur in Kansas, Louisiana and Missouri. This proposal has been augmented to include a special emphasis on rural communities which doubles the number of field test sites from 50 to 100. A Rural Outreach Specialist will conduct focus group meetings to determine needs unique to rural programs and lead the field testing in these communities. It is anticipated that over 3,200 youth workers will be trained and a national cadre of more than 300 youth worker leaders will be created.
