Hands-On Science Outreach, Inc. has for a number of years developed and operated recreational after school and Saturday Science Classes for children, at first in Montgomery County, MD; and subsequently, with NSF support, at more than 22 sites around the country. During the last 10 years, they have reached more than 20,000 students with their unique collection of hands-on science activities. The project is well on the way to becoming self sufficient, and this final award will document both the philosophy of instruction and specific teaching methods that they have used and provide a third party evaluation of the processes of learning that they encourage in informal science education programs. Hands-On Science Outreach, Inc. will publish two 32 page booklets outlining their history, philosophy, and methods, and will conduct a third party evaluation of classes in four demographically diverse sites around the country, carried out under the direction of Dr. Harris Shettel, a nationally recognized informal education researcher. The resulting reports and publications will be widely disseminated, providing valuable information to others planning to offer hands-on science activities for children.

The Museum of Science and Industry seeks to facilitate the establishment of a network of Independent science clubs. Located in Chicago's south side, the Museum operates an in-house science club which has over many years developed a large investory of activities. The members themselves, drawn from a broad socio-economic base, have contributed much of the content and character of this hands-on program. Now, in response to chicago's pressing local need for strong equity programming in science and technology education, the Museum proposes to "package" this club such that local chapters can readily be sent up throughout the city land region, especially in community centers, churches and Park District recreation centers. The club "package" will include: Modules of learning activities for various ages with supporting materials and equipment; Museum-coordinated trips to research and industrial sites; gatherings at the Museum; training of club facilitators; and adaptable organization format with an accounting system; recruitment of volunteers as helpers and role models; substantial help with fund-raising. NSF support is sought for the establishment of the modules and system, and the Museum commits itself to on-going maintenance and coordination of the network. The Science Club Network will draw extensively on existing programs, community networks and support systems. The Museum has already elicited many commitments of financial and other support for local chapters.

Through the proposed project, approximately 555,000 youth and adults will improve their knowledge of the basic sciences and mathematics, and learn to integrate and apply these disciplines, by analyzing local environmental problems using remote sensing imagery and maps. Faculty from the Cornell laboratory for Environmental Applications of Remote Sensing (CLEARS) and Cornell Department of Natural Resources will train county teams of teachers, museum and nature center educators, community leaders, and Cooperative Extension agents from throughout New York State to conduct educational programs with youth and adults in their communities. Previously developed CLEARS educator enrichment workshops and training materials will be enhanced and revised based on the interactions among Cornell Faculty, informal and formal science educators, and students during this program. A facultative evaluation focusing on the workshops, training materials, and educator teaching skills, and a summative evaluation focusing on student learning and attitudes, program delivery in the various community education settings, and the effectiveness of the county educator teams will be conducted. The results of the evaluation will be incorporated into a program handbook and used in nationwide dissemination of the program.

In the mid-1980's, Denver Audubon Society developed a model Urban Education Project. The Project engages thousands of 8-12 year olds and trained volunteers in hands-on investigations of neighborhood plants, animals, and ecological relationships each year. With NSF support, we have helped seven other cities establish similar projects and have proven that the project model is highly successful and adaptable. This proposal requests funds to develop a kit of strategies and materials that will enable us to further disseminate the model in a time-and cost-efficient manner. The dissemination kit will be tested as experienced project leaders from established projects help eight new cities start local projects. Their feedback will direct us in revising the kits. By 1993, the completed dissemination kits will give experienced project leaders the tools necessary to help parents, informal education institutions, and concerned citizens across the country establish similar ecology education projects in their communities.

Founded in 1979, the Science Skills Center (SSC) is a non-profit community based program which encourages young minority and female students to pursue careers in science, mathematics, and technology. At its current two sites, located in Brooklyn, New York, approximately 400 students, ages six to eighteen, are enrolled in programs where they take accelerated courses in biology, chemistry, physical science, rocketry, oceanography, botany, and advanced mathematics. Classes, which are presented within the cultural and linguistic understanding of minority children, provide students with an opportunity to recognize the relationship of science, mathematics, and technology to their everyday lives. The SSC proposes to replicate its present programs, establishing three additional sites in the New York City area in three years. The SSC also proposes to establish a systematic replication program which would assist other communities, both regional and national, to establish their own SSCs. This project would require a resource person to guide communities in all aspects of program development. To assist in that effort, SSC proposes development of comprehensive educational and administrative manuals as well as the preparation of accompanying training and profile videos. Finally, the SSC proposes to develop a research module in software and manual form which would assess and track student learning, school performance, performance on standardized exams, career aspiration and selection, and student attitudes in a community based science program targeting minority students.

National Public Radio is seeking to expand its coverage of scientific issues in two ways: through the creation of a new Environmental Reporting Unit, and through the introduction of SCIENCE FRIDAY, a two hour call-in talk show dedicated to scientific issues. Each of these projects will be supported by an extensive outreach effort targeted at local schools, community groups, science museums, and nature centers. Through the Environmental Reporting Unit, NPR plans to produce eight to ten half hour documentary reports per year on critical environmental issues. Each of these reports will be available to listeners on cassette and will be accompanied by supporting documentation. The SCIENCE FRIDAY team will engage NPR's audience in a lively debate on questions ranging from nuclear physics to archaeology. In addition, SCIENCE FRIDAY will travel to high schools and museums across the country and engage in question and answer sessions with students, teachers, parents and school administrators. These "on the road" segments will be supplemented by live broadcasts from annual meetings of the National Association for Science (NAS) and the American Association for the Advancement of Science (AAAS). Through these efforts, NPR will be able to draw listener attention to the need for improved science and mathematics education, while helping listeners make informed evaluations of current public policy in these areas.

Science-By-Mail is a mentorship program between scientists and youth whereby youth have a subscription for three scientific challenge packets each year, create solutions, and receive responses from a personal scientist. Science-By-Mail brings the excitement of science discovery into classrooms and homes of children around the country and provides them with positive, approachable role models of professional scientists. A grant of $622,088 over three years will allow us to strengthen and expand this program nationally, focusing especially on increasing participation by minority youth and scientists. Specifically, support is requested for the design and development of 12 new challenge packets; to increase participation to 47,900 youth, 4,500 scientists, and 26 regional chapters; promote increased corporate and other private-sector involvement in the program; and to conduct an annual evaluation. The AAAS will aid in the recruitment of volunteer scientists. In addition, we will work together with the National 4-H Council to pilot the program within that organization (with a membership of 5.4 million), focusing particularly on minority youth. Anticipated income form the expansion of Science-By-Mail will make the program self-sufficient at the end of the grant period.//

Community Television of Southern California (KCET/Los Angeles) proposes to create a national television series supported by outreach activities designed to motivate parents to participate in and support children's learning and enjoyment of mathematics. This proposal requests National Science Foundation funding of $1 million towards a total twenty-two month project costing approximately $1.7 million. The proposed television series Math Smart (working title) will include 5 lively half-hour programs designed specifically to aid parents and other adult family members of children in first through third grade. The series will be offered for broadcast nationally on the Public Broadcasting System (PBS). Videocassettes of the series and an accompanying Resource Guide will also be made available for home use. National promotional and outreach activities will complement the PBS broadcast, including presentations of national educational conferences and one-day orientation workshops for parents and teachers at selected sites. Over the course of the project, process and outcome evaluation will be conducted to ensure the effectiveness of the MATH SMART materials and activities. The primary goal of the MATH SMART Project is to empower parents to participate in and reinforce the learning of mathematics and a vital par t of everyday life. It is from parents that children develop the foundation for their educational success. Unfortunately, many parents do not possess the mathematical skills or confidence needed to help their children. By providing examples of hands-on learning activities which families can do together at home, MATh SMART offers parents the tools to help excite young children about mathematics. While special emphasis will be given to encouraging minority participation, this project seeks to help all parents and other primary caretakers prepare children for the 21st century.

Talcott Mountain Science Center, in cooperation with the Urban Schools Learning Network (encompassing a variety of state, regional and national partners), seeks $698,141 in National Science Foundation funds under the Informal Science Education Program for a three year national model for increased minority interest and participation in Informal Science Education Program for a three year national model for increased minority interest and participation in informal science education. The title of this partnership is Project PROMMISE )Promoting Role Model Minorities in Science Education). Over the next three years, Project PROMMISE will produce and broadcast at least 30 distance learning programs for thousands of secondary level students in urban and disadvantaged communities throughout the U.S. These Project PROMMISE broadcasts will bring distinguished minority and women scientists, explorers, astronauts and other figures in touch with urban young people through interactive video programming. Broadcasts will be preceded and followed by hands- on informal science education activities. The project also will broadcast national career exposure, exploration, and mentoring programs to better inform urban minority students of academic and career enrollment in secondary and post-secondary math, science and technology studies and cultural isolation by urban students, teachers and urban informal science education institutions. Major national partners for reform and pre- college minority enrichment are participating in the project, including the Edna McConnell Clark Middle School Change Network, the Museum Satellite Network, PIMMS at Wesleyan, the CT Pre- Engineering Program (CPEP). Private sector support has been gained from United Technologies, CIGNA and Union Carbide.

"3-2-1 Contact," the nationally broadcast award winning children's public television science series, has been reaching children aged 8-12 with daily half hour science programming since 1980 with support from both the National Science Foundation and the U. S. Department of Education. In seven seasons of production, CTW has produced 225 regular and two special shows, generating an estimated 633 million viewings by the target audience and more than 1.66 billion viewings by viewers of all ages. With completion of primary show production, the series will begin repeat broadcasts in the fall of 1989 drawn from the library of existing programs. This final award will support continued broadcast of the series and insure the widest possible distribution and utilization of "3-2-1 Contact." CTW will implement a Transition Plan to sustain series broadcast, establish series access as a VCR based science resource, and insure permanent access for teachers, schools, and out of school resources to the "3-2-1 Contact" program library. Broadcast activities will include supporting a portion of the costs of residuals for rebroadcast for a five year period, production of five "3-2-1 Contact EXTRAS" -- single topic half hour specials with high visibility -- and encouraging increased off air taping of the series by teachers. Support for school use of the series will be strengthened with the development and distribution of topic indexing software and teacher guides, the creation of short "3-2-1 Contact" segments specifically tailored to the classroom needs of teachers and a series blockfeed to schools to create a permanent archive of shows. Community outreach partnerships will be strengthened and home video opportunities explored as well. This five year award will allow millions of American children the continued opportunity to view science programming after school on a regular basis, and will assist their teachers in making effective use of "3-2-1 Contact" program materials in classroom settings.

NOVA'S CENTURY OF DISCOVERY is a series of five prime-time documentary specials to be shown nationally over the Public Broadcasting Service(PBS) during late 1997 or early 1998. Altogether the programs will tell a sweeping story, celebrating the end of a remarkable century of discovery when science advance further than in all previous centuries combined, and when every scientific discipline underwent a revolution. Yet the closing of the 20th century coincides with an ever-widening gap between what scientists know and what most of the public comprehends. To increase public understanding of science, scientists, and scientific methods, the series will provide a dramatic retelling and interpretation of the century's most enduring scientific endeavors. Each two-hour program will probe several related fields of investigation and application: views of the universe and of matter; origins of the planet and of life; health, medicine, and the human body; human nature and behavior; and technology and engineering. A marriage of scholarship and entertainment, NOVA'S CENTURY OF DISCOVERY will be created using all the tools at the command of its award winning production team including archival footage and stills; personal accounts; letters, dairies, and other primary sources; computer animation; and even dramatic re-creations. Indeed, the series will not only make a unique contribution to the public and historical record, but also offer viewers an unprecedented opportunity to view 100 years of scientific pursuits as a unified whole, to recast their perceptions of science and scientists, and to be intrigued, even inspired, by a view of science as a never-ending and very human quest for answers and solutions. A special outreach and promotion campaign will increase audience awareness of the series, particularly among nontraditional PBS viewers. In addition, carefully developed teaching and learning materials will extend the series' reach into formal and informal educational settings, including high school and college classrooms, and community and youth-serving organizations.

The excitement of astrophysical research and discovery is brought into the high school science and mathematics classes through a flexible set of student activities and projects on variable stars. The project includes a computerized database, of 400,000 measurements of brightness of 150 variable stars in five constellations over 25 years, from which students can deduce properties, processes, and evolution of these stars. Students can make additional measurements and discoveries from carefully selected time sequences of 125 35mm slides or from actual measurements from the night sky. A comprehensive student manual and instructional videos make the materials self-contained and easy to use. The teacher manual enables the instructor to adapt the materials to skills, objectives and local curricula. The material can be used in a variety of contexts: traditional mathematics and science classes at both the high school and college level, independent projects, summer institutes, and community science clubs. The material will be field tested in classes and refined through workshops with teachers. A newsletter and a video about amateur astronomers is planned.
