Background: Some STEM outreach programs connect students to real-world problems and challenge them to work towards solutions. Research shows one-third of children between ages 5-17 in the U.S. are overweight. Socioeconomic status, race, and parental educational attainment all influence this issue as well as living in a rural or urban area. RMC Research designed evaluation activities to provide formative and summative feedback to the Hubbard Brook Research Foundation (HBRF) on their NSF Pathways project, Forest Science Dialogues (FSD). Northern ecosystems are rapidly changing; so too are the learning and information needs of Arctic and sub-Arctic communities who depend on these ecosystems for wild harvested foods. Public Participation in Scientific Research (PPSR) presents a possible method to increase flow of scientific and local knowledge, enhance STEM-based problem solving skills, and co-create new knowledge about phenology at local and regional or larger scales. However, there remain some key challenges that the field of PPSR research must address to achieve this goal. The proposed research will make substantial contributions to two of these issues by: 1) advancing theory on the interactions between PPSR and resilience in social-ecological systems, and 2) advancing our understanding of strategies to increase the engagement of youth and adults historically underrepresented in STEM, including Alaska Native and indigenous youth and their families who play an essential role in the sustainability of environmental monitoring in the high latitudes and rural locations throughout the globe. In particular, our project results will assist practitioners in choosing and investing in design elements of PPSR projects to better navigate the trade-offs between large-scale scientific outcomes and local cultural relevance. The data collected across the citizen science network will also advance scientific knowledge on the effects of phenological changes on berry availability to people and other animals.

The Arctic Harvest research goals are to 1) critically examine the relationship between PPSR learning outcomes in informal science environments and attributes of social-ecological resilience and 2) assess the impact of two program design elements (level of support and interaction with mentors and scientists, and an innovative story-based delivery method) on the engagement of underserved audiences. In partnership with afterschool clubs in urban and rural Alaska, we will assess the impact of participation in Winterberry, a new PPSR project that investigates the effect of changes in the timing of the seasons on subsistence berry resources. We propose to investigate individual and community-level learning outcomes expected to influence the ability for communities to adapt to climate change impacts, including attributes of engagement, higher-order thinking skills, and their influence on the level of civic action and interest in berry resource stewardship by the youth groups. Using both quantitative and qualitative approaches, we compare these outcomes with the same citizen science program delivered through two alternate methods: 1) a highly supported delivery method with increased in-person interaction with program mentors and scientists, and 2) an innovative method that weaves in storytelling based on elder experiences, youth observations, and citizen science data at all stages of the program learning cycle. This project is funded by the Advancing Informal STEM Learning (AISL) program, which seeks to advance new approaches to, and evidence-based understanding of, the design and development of STEM learning in informal environments. This includes providing multiple pathways for broadening access to and engagement in STEM learning experiences, advancing innovative research on and assessment of STEM learning in informal environments, and developing understandings of deeper learning by participants. Cities and communities in the U.S. and around the world are entering a new era of transformational change, in which their inhabitants and the surrounding built and natural environments are increasingly connected by smart technologies, leading to new opportunities for innovation, improved services, and enhanced quality of life. The Smart and Connected Communities (SCC) program supports strongly interdisciplinary, integrative research and research capacity-building activities that will improve understanding of smart and connected communities and lead to discoveries that enable sustainable change to enhance community functioning. This project is a Research Coordination Network (RCN) that focuses on achieving SCC for medium/small size, remote, and rural communities through a polycentric (multiple centers) integrated policy, design, and technology approach. The communities served by the RCN have higher barriers to information, resources, and services than larger urban communities. To reduce this gap, the PIs propose to develop need-based R&D pipelines to select solutions with the highest potential impacts to the communities. Instead of trying to connect under-connected communities to nearby large cities, this proposal aims to develop economic opportunities within the communities themselves. This topic aligns well with the vision of the SCC program, and the proposed RCN consists of a diverse group of researchers, communities, industry, government, and non-profit partners.

This award will support the development of an RCN within the Commonwealth of Virginia which will coordinate multiple partners in developing innovations utilizing smart and connected technologies. The goal of the research coordination network is to enable researchers and citizens to collaborate on research supporting enhanced quality of life for medium, small, and rural communities which frequently lack the communication and other infrastructure available in cities. The research coordination network will be led by the University of Virginia. There are 14 partner organizations including six research center partners in transportation, environment, architecture and urban planning, and engineering and technology; two State and Industry partners (Virginia Municipal League and Virginia Center for Innovative Technology); four community partners representing health services (UVA Center for Telemedicine), small and remote communities (Weldon Cooper Center), neighborhood communities (Charlottesville Neighborhood Development), and urban communities (Thriving Cities); and two national partners which support high speed networking (US-Ignite) and city-university hubs (MetroLab). Examples of research coordination include telemedicine services, transportation services, and user-centric and community-centric utilization and deployment of sensor technologies.

The Water for Life project has been an effective, and in some cases an essential vehicle for addressing issues around water quality and retention in island settings where water security is an on-going challenge. Abstract: We aim to disrupt the multigenerational cycle of poverty in our rural indigenous (18% Native American and 82% Hispanic) community by training our successful college students to serve as role models in our schools. Poverty has led to low educational aspirations and expectations that plague our entire community. As such, its disruption requires a collective effort from our entire community. Our Collective unites two local public colleges, 3 school systems, 2 libraries, 1 museum, 1 national laboratory and four local organizations devoted to youth development. Together we will focus on raising aspirations and expectations in STEM (Science, Technology, Engineering and Mathematics) topics, for STEM deficiencies among 9th graders place them at risk of dropping out while STEM deficiencies among 11th and 12th graders preclude them from pursuing STEM majors in college and therefore from pursuing well paid STEM careers. We will accomplish this by training, placing, supporting, and assessing the impact of, an indigenous STEM mentor corps of successful undergraduate role models. By changing STEM aspirations and expectations while heightening their own sense of self-efficacy, we expect this corps to replenish itself and so permanently increase the flow of the state's indigenous populations into STEM majors and careers in line with NSF's mission to promote the progress of science while advancing the national health, prosperity and welfare.

Our broader goal is to focus the talents and energies of a diverse collective of community stakeholders on the empowerment of its local college population to address and solve a STEM disparity that bears directly on the community's well-being in a fashion that is generalizable to other marginalized communities. The scope of our project is defined by six tightly coupled new programs: three bringing indigenous STEM mentors to students, one training mentors, one training mentees to value and grow their network of mentors, and one training teachers to partner with us in STEM. The intellectual merit of our project lies not only in its assertion that authentic STEM mentors will exert an outsize influence in their communities while increasing their own sense of self-efficacy, but in the creation and careful application of instruments that assess the factors that determine teens' attitudes, career interests, and behaviors toward a STEM future; and mentors' sense of self development and progress through STEM programs. More precisely, evaluation of the programs has the potential to clarify two important questions about the role of college-age mentors in schools: (1) To what degree is the protege's academic performance and perceived scholastic competence mediated by the mentor's impact on (a) the quality of the protege's parental relationship and (b) the social capital of the allied classroom teacher; (2) To what degree does the quality of the student mentor's relationships with faculty and peers mediate the impact of her serving as mentor on her self-efficacy, academic performance, and leadership skills?

One common barrier to STEM engagement by underserved and underrepresented communities is a feeling of disconnection from mainstream science. This project will involve citizen scientists in the collection, mapping, and interpretation of data from their local area with an eye to increasing STEM engagement in underrepresented communities. The idea behind this is that science needs to start at home, and be both accessible and inclusive. To facilitate this increased participation, the project will develop a network of stakeholders with interests in the science of coastal environments. Stakeholders will include members of coastal communities, academic and agency scientists, and citizen science groups, who will collectively and collaboratively create a web-based system to collect and view the collected and analyzed environmental information. Broader impacts include addressing the STEM barriers to those who reside in the coastal environment but who are underrepresented in STEM education, vocations and policy-making. These include tribal communities (racial and ethnic inclusion), fishery communities (inclusion of communities of practice), and rural communities without direct access to colleges or universities. This project will create a physical, a social, and a virtual, environment where all participants have an equal footing in the processes of "doing science" - the Coastal Almanac. The Almanac is simultaneously a network of individuals and organizations, and a web-based repository of coastal data collected through the auspices of the network. During the testing phase, the researchers will implement the "rules of engagement" through multiple interaction pathways in the growing Coastal Almanac network: increases in rigorous citizen science, development of specific community-scientist partnerships to collect and/or use Almanac data, development of K-12 programs to collect and/or use Almanac data. The proposed work will significantly scale up citizen science and community-based science programs on the West Coast, broadening participation by targeting members of coastal communities with limited access to mainstream science, including participants from non-STEM vocations, and Native Americans. The innovation of the Coastal Almanac is in allowing the process of deepening involvement in science, and through that process increasing agency of community members to be bona fide members of the science team, to evolve organically, in the manner dictated by community members and the situation, rather than a priori by the project team and mainstream science. The project has the potential in the long-term to increase participation in marine science education, workforce, and policy-making by underrepresented groups resident in the coastal environment. Contributions by project citizen scientists will also provide valuable data to mainstream science and to resource management efforts.
