Constraints on learning, rather than being unique to evolutionarily privileged domains, may operate in nonprivileged domains as well. Understanding of the goals that strategies must meet seems to play an especially important role in these domains in constraining the strategies even before they use them. This proposal calls for development, over five years, of a national, interactive, telecommunications-supported Network of 85 or more affiliated neighborhood technology learning centers in inner cities and other impoverished areas, for the purpose of attracting, and then nurturing underserved peoples' active involvement with math, science, and technology. Network affiliates will provide informal opportunities for disadvantaged minority young people and their families and friends to get access to, and learn to use, the most powerful tool for personal empowerment yet known, to engage in explorations designed to increase awareness of their ability to do math and science and of the potential for careers in these areas, and, through telecommunications, to involve themselves with distant peer groups in collaborative investigations. Such opportunities present attractive and cost-effective alternatives to the dead ends that street life, drugs, incarceration, and/or welfare offer. Success in achieving these goals depends, however, on the availability of continuing programmatic and staff development assistance, and on the ability of Network members to engage, not as disparate entities, but as a mutually supportive community, in this momentous task. Proposed Network services include (in addition to telecommunications linkages) the identification, development, and dissemination of technology-mediated math and science activities appropriate to community education, consultative planning and technical assistance, staff development workshops, the development of a resource database, and an annual all-affiliates meeting -- all these to be accompanied by systematized self-assessment procedures. Also included is the development of a Network infrastructure to support continued existence of the Network beyond the grant period.

The National Science Outreach Network will provide school children, teachers, and the general public with highly accessible interactive exhibits dealing with popular topics in science and technology. The network, initiated as a partnership between regional science centers and public libraries, will be modeled after the highly successful statewide Oregon Library Exhibits Network established in 1987. Through this smaller network, the Oregon Museum of Science and Industry, a nationally recognized pioneer in science exhibitry and outreach programming, circulates small hands-on exhibits to rural population centers through installations in public libraries, where school groups and families have free and convenient access. This national dissemination project will be initiated in five regional sites across the country (Colorado, Minnesota, New York, Tennessee, and Oregon) to further establish the model in rural, inner-urban, economically disadvantaged, and culturally diverse regions. With support from both the NSF and the regional networks, The National Science Outreach Network will design and duplicate six exhibits for circulation to dozens of local communities in each designated region. Over the next seven years, over six million individuals, many of whom do not currently frequent a local science center, will be introduced to popular science in a non-threatening, resource- rich setting. This will encourage further exploration and possible future visits to an accessible science center, and ultimately establish an ever-expanding network of museum and non-museum partners providing science and technology learning opportunities to millions of individuals each year.

The Discovery Center is a "hands-on" science museum with a mission to provide the public with a basic science literacy. The proposed HOFPP project is an outreach program that will take an informal science education activity to disadvantaged parents and children in the facilities of four (first year) collaborating "parents": The Urban League, the Spanish Action League, the North American Indian Club and Girls Inc. of Central NY. The purpose of the program is to encourage and enable parents of disadvantaged school children to play an active role in their child child's education. Phase I of the program is implemented as a series of ten weekly classes in which parents and children will work together on hands-on science activities; Phase 2 follows with a science club program. Graduates will be informally channeled into an inner-city magnet school for science and math. Past Discovery Center outreach programs have already demonstrated ability to attract disadvantaged parents. The proposed program will touch 1,000 disadvantaged persons during the initial three-year period. During the third year the HOFPP project will be transported and implemented at a Science museum in another New York State community. A three year cost-shared NSF project is proposed that will be later sustained by The Discovery Center operating budget with local donations. A professional outside evaluation will be performed to measure program success. Program reports, materials and consultation will be propagated to other interested organizations to gain maximum impact.

The National council of La Raza (NCLR), the nation's principal Hispanic constituency-based organization, seeks funding from the National Science Foundation's Informal Science Education Program for a four-year community-centered demonstration program. Project EXCEL-MAS, the Math and Science component of its EXCEL-MAS is designed to develop and encourage the adoption of supplemental math and science programs for at-risk Hispanic elementary and middle school students and their parents, using thematic, hands-on approaches; and ultimately help to increase the numbers of Hispanic student enrolling and succeeding in paths which lead to advanced study in math and science. Hispanics -- the youngest and fastest-growing major U.S. population, numbering 22.4 million or 9% of the U.S. population according to the 1990 Census -- continue to be most undereducated major U.S. population. Only about half of Hispanics are high school graduates, and fewer than one in ten have completed college; only about one-quarter of high school graduates have followed curricular tracks including the math, science and language arts needed for college attendance; national studies suggest that Hispanic 17-year-olds on average have math and science skills at the level of White 13-year- olds. Contributing to these problems are a lack of culturally appropriate, meaningful parent involvement or family-wide approaches to education, supplemental programs to motivate and support at-risk students, wrap-around social services for low- income students and their families, and efforts to promote more equitable Hispanic access to the full school curriculum.

The Self Reliance Foundation is requesting a $50,000 grant to plan a nationally broadcast Spanish language outreach program for science and environmental education in cooperation with the Hispanic Radio Network (HRN). HRN currently produce and distribute two Spanish language radio programs. Their plan is to incorporate into these programs information about ways parents and other adults can help children improve their math and science skills; about educational resources, scholarships, and career opportunities in the sciences; about the importance of science in everyday lives; and other information on current topics in science and the environment. Special attention will be paid to information relevant to Hispanic migrant workers. The PI for the planning grant will be Jeff Kline, General Manager of HRN. Key HRN staff to be involved in the planning include Consuelo Luz, producer of "Buscando la Belleze," and Enrique Gil, co-producer of "Salvemos Nuestro Planeta. Vincente Llamas, Principal Investigator for the Comprehensive Regional Center for Minorities in Las Vegas will be a principal consultant.

Children's Television Workshop is embaring on a ground- breaking experiment in informal science education: the production of an entertaining animated series of 13 half- hour programs for Saturday morning commercial television, based on David Macaulay's bestselling book, The Way Things Work. The audience will be six- to eleven-year olds, with special focus on minority and economically disadvantaged children. The series' primary goal will be to entertain children with lively and appealing characters in a dramatic storyline, while stimulating children's interest in the scientific principles behind the workings of familiar machines and illustrating the action of their parts. NSF support will enable CTW to adapt the CTW Model -- the collaborative process used in earlier NSF-supported programs, 3-2-1 Contact and Square One Tv -- to the opportunities of the animation format and the realities of the partnership with a commercial network. Through a development agreement with CBS, CTW has begun the process of developing the series concept, characters, and storylines. Upon successful completion of this phase, production will follow with an anticipated broadcast premiere in fall 1992. NSF's $2.36 million support will allow this project to be possible by completing the series' funding; it will allow CTW to conduct significant formative research and summative analyses of educational impact, and to reach large minority and economically disadvantaged audiences through wider promotion and the creation and distribution of complementary print materials.

Girls Inc. will develop a national model summer program for girls aged 12 to 16 to encourage their interest in science, their enrollment in science courses in high school, and their interest in science careers. The recruitment of girls from low-income and minority families as participants will be a high priority. The program will represent a synthesis of Operation Smart, an afterschool science and mathematics program, and Eureka Teen Achievement Program, which introduces science and mathematics in summer programs through sports. The program will be developed and field- tested in five diverse Girls inc. sites around the country and to other interested groups. Substantial formative and impact evaluation is planned.
