Improving communications between scientists and policy makers have being received more and more attention in China. Based on negotiation-boundary work theory (Jasanoff, 1990), this paper presents an analysis of the interface between scientists and policy makers by drawing on the Strategic High-tech Research and Development Program of China (863 Program).
